PRE-SOLICITATION NOTIFICATION Department of Veterans Affairs (VA) San Francisco VA Medical Center Network Contracting Office (VISN 21) 4150 Clement Street San Francisco, CA 94121 Acquisition is a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside (SA) Solicitation Number: VA261-15-B-0546 Project Title: Replace Tank Water Heaters Bldg. 9 and 10 Project Number: 662-15-003 Project Location: San Francisco VA Medical Center buildings 9, 10, 203 and 211 Projected Price Range: Between $100,000 and $250,000. Acquisition shall be Sealed Bid in accordance with FAR 14 Sealed Bidding IFB to be issued VIA Email to VA MATOC holders and posted to FBO.gov IFB shall be issued on or around May 13, 2015 Pre-Proposal Conference (site visit) shall take place on May 28, 2015 Location: San Francisco VA Medical Center, 4150 Clement Street, SF, CA 94121, Building 6, Room 111, Acquisition and Material Management Conference Room Date: May 28, 2015 Time: 1:00 PM to 2:00 PM Applicable NAICS Code is 236220 Commercial and Institutional Building Construction, Size Standard $36.5 million GENERAL REQUIREMENTS General Intention: A.Contractor shall furnish all labor and materials needed to perform all demolition, renovation, replacement, installation, finishes and commissioning required by this scope located at the San Francisco Veterans Affairs Medical Center as required by specifications. B.Visits to the site by bidders may be made only by appointment with the Contracting Officer for the project. C.This project is to take no longer than 180 calendar days from notice to proceed. Notice to proceed is estimated to be issued August 17, 2015. D.The contractor will dispose of all demolition debris and equipment components as part of this project. E.All new underground work shall have locator tape installed with it for future locating needs. The entire system shall also be flushed and pressure tested as part of its commissioning. F. The contractor is responsible for restoring all asphalt, concrete, curbs, landscaping to its original condition where ever excavation and damage was necessary or occurred. Building 9: The contractor shall replace the two existing domestic hot water tank heaters to instantaneous hot water heaters. The existing domestic hot water heaters work off of natural gas, the replacement heaters shall also run off natural gas. Each heater shall be rated at a minimum of 8.4 GPM and 150,000 BTU with ultra LoNox. The contractor is responsible for demolition of all existing tank hot water heaters and all horizontal piping from main cold line to vertical point of connection within the basement level. All hot water lines shall have new pipe insulation installed on them. The contractor shall also be responsible for removing all bathroom showers, sinks, toilets, utility sinks and wall associated with any bathrooms located within the basement level. All sanitary lines shall be capped by the contractor. With the installation of new water piping from the buildings main line to the new hot water heater and to every source, isolation valves shall be provided for hot and cold for each at every T connection. The existing natural gas line shall be demolished and replaced within the basement level with new piping into the new hot water system. The contractor shall also provide the required venting needed for these new units to be installed in the basement level. Building 10: The contractor shall replace the two existing domestic hot water tank heaters to instantaneous hot water heaters. The existing natural gas line and meters shall be demolished and replaced within the basement level with new piping into the new hot water system. The contractor shall also provide the required venting needed for these new units to be installed in the basement level. Building 205: The contractor is responsible for finishing a sanitary line installation located outside of Building 205. The contractor will route this sanitary line into building 205 to the connection point referenced in the attached drawings. The work included in this scope is excavation, coring of an 18" concrete wall, installation of sanitary line piping, asphalt repair, and other requirements for a complete installation. The contractor shall provide a utility locator before excavation begins in this area due to existing utilities within that area that must be avoided. (Utilities included are high voltage electrical, main domestic water loop, fuel oil lines, etc.) The contractor will be responsible for sloping of the system that is installed for proper operation. The contractor shall follow the drawings for installation and notes such as additional cleanouts and sleeving of the installation of piping through the wall. Building 211: The contractor is responsible for excavating the area of piping where the existing sanitary line connects to the existing storm water drainage system outside of building 211. The contractor shall cap this existing line from Building 211 and re-route connection to the existing sanitary cleanout located within that area. This work is referenced on attached drawings showing locations within the area. In Building 211 the contractor shall install new floor tile in the bathrooms 103 and 104. The contractor shall match the existing tile and epoxy grout that was used on the walls in the rooms for a complete product. For reference: StonePeak - 12"x12" Travertini USG1212025 Color: Travertino Beige. The contractor shall all install the following government furnished items within these two spaces: toilets, mirrors, soap dispenser and paper towel dispenser.
