- Fort Carson Directorate of Plans, Training, Mobilization and Security (DPTMS) is seeking to identify the interest and ability of Hub-Zone, 8(a), Service Disabled Veteran Owned Small Businesses, and Small Businesses that have the interest in providing Runway Friction Meter. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All parties are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award. At this time we are only in the planning phase and are soliciting input from industry. The NAICS code is 334515 but is subject to change. Fort Carson is looking for a contractor to provide: portable electronic instrument for measuring and recording the maximum deceleration possible on an airport runway. 1.Specifications: A.All stored results can be downloaded to a PC compatible computer via an RS 232 port. B.Capability to Store 32 runway and 32 operator ID's to memory, retrievable at the keypad buttons. C.Vehicle will not require a complete stop. D.Recalibrated and serviced in the United States. E.32 character high contrast alpha-numeric liquid crystal display with back lighting for night-time visibility. F.Tactile switches, with beep, for selection purposes. G.Automatic cancellation of faulty friction tests. H.Manual cancellation of faulty friction tests. I.Provide for temporary suspension of friction testing with no loss of recorded data. J.Store up to minimum of 10 friction readings. K.Provide each third of runway and operator identification. L.Permit field programmable airport name, runways, and operators through keypad. M.No mounting kit required. N.128k CMOS memory with battery backup. O.No connection to vehicle necessary. P.Built in 6 volt rechargeable battery (external voltage for battery recharge 9v to 18v DC) powers unit for at least 12 hours. Can be recharged from main power pack, vehicle power outlet or 120vAC or cell phone charger outlet. Q.Built in temperature compensated accelerometer records runway friction coefficient in compacted snow and ice conditions as %g. R.If required, a graphical print-out of each friction test showing the variation in friction along the runway can be printed. 2.General: A.Measurement range 0 to 1.4g. B.Clock battery life 5 years. C.Operating temperature: 32 degrees Fahrenheit (0 degrees Celsius) to 104 degrees Fahrenheit (40 degrees Celsius). D.Storage temperature: -4 degrees Fahrenheit (-20 degrees Celsius) to140 degrees Fahrenheit (60 degrees Celsius). 3.Maintenance Requirements: A.Replacement of battery. B.Replacement of printer ribbon and paper. 4.Training: An operator manual is to be provided- no special training necessary. 5.Installation: No installation required. Velcro backing to hold the meter securely to the front seat or floor well. 6.Warranty: Minimum one year warranty.
