Description
The Mission Installation Contracting Command (MICC) - Fort Eustis will conduct an Industry Day to discuss an anticipated Request for Proposal (RFP), for the procurement of the training services for the Mission Command Training Program (MCTP). The purpose of this Industry Day is to engage industry in an interactive way to gather additional information to support ongoing market research efforts. MCTP supports the collective training of Army units as directed by the CSA and scheduled by FORSCOM IAW the ARFORGEN process at worldwide locations in order to train Leaders and provide Commanders the opportunity to train on Mission Command in Unified Land Operations. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential Offerors to attend an Industry Day hosted by MICC - Fort Eustis and MCTP to briefly discuss the future DRAFT Request for Proposal (RFP). MICC - Fort Eustis and MCTP are conducting additional market research to identify reasonable alternatives that enhance the overall level of competition, expand prime or subcontracting opportunities for small businesses, generate significant cost savings for the Army and/or enhance the Army's ability to plan, manage and execute the AWG Operations Support contract. The conceptual business arrangement is: The Government anticipates awarding an unrestricted single award Cost Plus Fixed Fee (CPFF) with cost CLINS for MCTP Training Services, Travel, Shipping, and Relocation Expenses. The period of performance is a three (3) month phase-in, 9 month base year and four (4) one year option periods. The estimated value of the contract award is between $350-$400 million. The North American Industry Classification System (NAICS) code is 541519 with a size standard of $27.5 million. a. Please Identify any reasonable alternatives for organizing, competing and administering the following on MCTP contract that would allow more prime contractors to participate in the competition. b. Please review and provide comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. c. The Government seeks new and innovative suggestions regarding the approaches to accomplishing the PWS, both in terms of the end result of the services, and in terms of saving money. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The Army will not assume liability for cost incurred by any attendees, travel expenses or marketing efforts. ALL questions/answers and Government slides shall be posted via FedBizOpps. The Government will be providing a MCTP exercise site tour beginning at 0900 CST on Thursday, June 4, 2015 at the Mission Command Training Center, Bldg. 4501 FT Hood Texas 76542. After the tour, the Government will conduct a questions and answer period for attending parties. The Contracting Officer and Contract Specialist will provide one on one sit downs with interested parties for input and industry recommendations. Sit downs will be no longer than 10 minutes per attendee. This meeting will occur at Keith Ware Hall, 36006 Wratten DR. (Holiday Inn Express), located on FT Hood. Interested sources MUST pre-register by contacting Justin C. Balster, Contract specialist at justin.c.balster.civ@mail.mil no later than 1000 EDT on 28 May 2015.
