PURPOSE: This Sources Sought Notice from the Department of Veterans Affairs (VA) is to determine marketplace capability to perform Legionella Water Testing Services solely for information and planning purposes. Services are listed in Appendix A, "Table of RFI Questions". Responses to this Sources Sought Notice may be used to support future development of VA Legionella Water Testing programs focused on meeting the requirements of VHA Directive 1061, "Prevention of Healthcare-Associated Legionella Disease and Scald Injury From Potable Water Distribution Systems." Intellectual, confidential, or other privileged or proprietary information contained in responses to this RFI will not be distributed outside of the VA. In the event a VA program is developed in response to this Sources Sought Notice and a solicitation is issued, no intellectual, confidential, or other proprietary information received in response will be divulged. BACKGROUND: In accordance with VHA Directive 1061, VA Medical Centers must collect water samples on at least a quarterly basis and test for Legionella. Laboratory analysis must be conducted by an Environmental Legionella Isolation Techniques Evaluation (ELITE) certified laboratory or a laboratory certified in the Public Health England (PHE) Legionella External Quality Assessment (EQA) scheme as proficient at performing the culture of Legionella form environmental samples, and with experience in microbial testing of potable water, including specific serotyping. Environmental samples will primarily be from potable hot and cold water supply plumbing fixtures. In accordance to VHA Directive 1061, water samples for Legionella testing must be collected from at least 10 outlets on the hot water distribution system and at least 10 outlets on the cold water distribution system for at least each VHA medical center building that falls under the purview of the Directive. Samples must be tested from each building on at least a quarterly frequency. Sample quantity may vary and sample quantity is not guaranteed by the Government. Additional samples may also be collected at the discretion of individual Medical Centers. DESCRIPTION: VA is interested in identifying sources and seeking information from industry regarding its ability to provide Legionella Water Testing and Ancillary Services for the VA. VA estimates that microbial laboratory testing up to 250,000 environmental Legionella samples will be performed annually. Samples will be collected from up to 152 Medical Centers throughout the United States and its territories. VA anticipates that work will be performed without Government supervision, oversight, or other means of intervention. "Sampling" means the taking of water samples by Contractor personnel for the purpose of testing or analysis; "collection" means the pick-up or transport of these samples for shipment and delivery to a different location for testing or analysis. As this Sources Sought Notice is seeking information regarding standard commercial practices, responses should state whether these definitions meet their current practices. REQUESTED INFORMATION: Responses are welcome from all capable sources. Interested parties shall complete the attached spreadsheet in response to this Sources Sought Notice, and are encouraged to include any additional information regarding current standard commercial practices. SUBMISSION: This announcement contains all information required to submit a response. No additional forms, kits, or other materials are needed. DISCLAIMERS AND IMPORTANT NOTES: This Sources Sought Notice is issued solely for information and planning purposes - it does not constitute a Request for Proposals (RFP), Request for Quotes (RFQ), Invitation for Bids (IFB), or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or services whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this Request for Information; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. Any information submitted by respondents to this Sources Sought Notice is strictly voluntary.
