Solicitation Combined Synopsis/Solicitation Combination Synopsis/Solicitation (Combo) -Cell Phone Detectors- Reference (F2QF035084A001) Requesting Agency: HQ ACC/A2 - A2S/SSO Joint Base Langley - Eustis, VA 23665 Purchasing Agency: ACC/AMIC - AMIC/PKA 300 Exploration Way, Hampton, VA 23666 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13.5. In order to be considered for award, offerors must adhere to all quotation requirements detailed herein. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81 dated 10 April 2015 Defense Federal Acquisition Regulation DPN 20150420 effective 20 April 2015 and Air Force Federal Acquisition Regulation AFAC 2015-0406 effective 06 April 2015. To assure the timely and equitable evaluation of quotations, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and if applicable, sub-factors. Quotations submitted in response to this Combined Synopsis/Solicitation must address the following evaluation factors which include a price quote and technical qualifications as follows and defined in paragraph B - Quote Specifics. B. Quote Specifics: All quotes must include the following information: 1. Quote must contain a complete list of technical specifications of the products being offered. 2. Quotes must contain warranty terms and conditions if offered through standard commercial practices or by the offeror. 3. Quote Delivery: Offerors are advised that delays can be experienced with the base email system. Quotes must be emailed to arrive at the following email address by the required date of 15 May 2015: danyette.washington@us.af.mil. 4. Formal Communication: Offerors should submit formal communications such as requests for clarifications and/or information concerning this solicitation via email to the following email address NO LATER THAN TWO (2) CALENDAR DAYS prior to receipt of quote date: danyette.washington@us.af.mil. 5. Companies or individual's complete mailing and remittance address on company letterhead. 6. Discount for prompt payment - if any (i.e. 2%, net 15) 7. Offeror shall be enrolled in System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ 8. Quotes shall be in USD ($) and shall be valid for a period of no less than 60 days 9. Prices shall be all inclusive as outlined in the line item above 10. Quote shall include delivery direct to destination. There shall be no shipping line item. It shall be inclusive in the item cost. 11. Return a completed copy of Offeror Representations and Certifications; please see FAR 52.212-3 with ALT I for additional direction or provide updated information electronically through SAM at www.sam.gov. 12. Offeror shall acknowledge all solicitation amendments (if applicable) C. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. (End Addendum) Addendum to FAR 52.212-2 Evaluation - Commercial Items BASIS FOR CONTRACT AWARD: This is a competitive solicitation for quotations on a Lowest Price Technically Acceptable-basis conducted in accordance with FAR part 12 and FAR part 13.5. The Government will make award from among technically acceptable quotes, based on price and technical. Technical Qualification Information: (Determining Factor: The vendor will be evaluated on a pass/fail basis.) A vendor's proposal will pass if it meets all the minimum required technical standards as prescribed in attached specifications. The Government intends to evaluate quotations and award a contract without exchanges or communications and therefore, quotations should contain the vendor's best terms. In accordance with FAR 13.004 -- Legal Effect of Quotations the following information is provided in regards to quotations. (a) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. (b) When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing, as defined at 2.101. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred. (c) If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend, or cancel its offer.
