SOLICITATION: VA786-15-R-0185 PROJECT LOCATION: GRAFTON NATIONAL CEMETERY PROJECT TITLE: LAYOUT AND INSTALL HIGH EFFICIENCY AIR COOLED HEAT PUMP SYSTEM FOR BOTH HEATING AND COOLING OF THE EXISTING MAINTENANCE BUILDING AND ADMINISTRATION BUILDING AND REPLACE A FAILING ¾" UNDERGROUND WATER PIPE INSTALLED BETWEEN THE MAINTENANCE BUILDING AND ADMINISTRATION BUILDING. Contractor shall provide all labor, equipment, material and supervision necessary to: 1) perform a site visit; 2) demolish and dispose of off-site the existing combined Heating System; and 3) layout and install high efficiency air cooled heat pump systems for both heating and cooling of the existing Maintenance Building and Administration Building 4) Replace a failing ¾" underground water pipe installed between the Maintenance Building and Administration Building. All work is to be performed at the Grafton National Cemetery, 431 Walnut Street, Grafton, WV 26354. Contractor will have 120 to complete the project. This acquisition is for a 100% Small Business Set-Aside. However, cascading procedure will be used using a Three (3)-Tier cascading set-aside procedure. The set-aside requirement will be as follows: First (1st) Tier: Service Disabled Veteran Owned Small Businesses (SDVOSB), Second (2nd) Tier: Veteran Owned Small Businesses (VOSB), Third (3rd) Tier: All Small Businesses. Cascading process will be used in conjunction with FAR Part 15, Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made to a responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors; only were adequate/sufficient competition is received at a given Tier. Adequate competition exists if; (1) proposals are received from at least two qualified / technically acceptable responsible offerors; (2) each of whom can satisfy the contract's requirements independently; (3) both contend for a contract which will be won by the offeror who submits the lowest evaluated price meeting or exceeding technical requirement and; (4) price is reasonable as determined in accordance with FAR 19.202-6. If the above is satisfied in Tier 1, Tiers 2 and Tiers 3 proposals will not be considered. If NOT, Tier 2 will be added to the evaluation process. If no adequate competition exists in Tier 1 and 2, Tier 3 will be added to the evaluation process. North American Industrial Classification System (NAICS) Code 238220 is applicable. Responses to the solicitation are due by 2:00 p.m., May 25, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps. Site visit is on May 13, 2015 at 10am local time. Failure to submit all documentation required as required, may result in your submission being determined non-responsive/technically unacceptable and your proposal will be removed from further consideration.
