Description
SOW The US Marshals Service (USMS) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation DJM-15-A31-Q-0001 is being issued as a Request for Quotation (RFQ). USMS will award a firm fixed price type contract. This requirement is a 100% small business set-aside. USMS is accepting bids for a Certified Splunk Architect (s) perform installation, configuration, testing, and knowledge transfer for a Splunk Enterprise Security Premium Application. The scope of work is directly linked to the particulars of our network configuration and it is a requirement to be able to engage the contractor during the day-to day tasks. In addition, the Contractor must provide engineering/implementation documents. Please see attached statement of work for a detailed description of work involved. The price quote shall include all associated costs. The provisions and clauses incorporated into this solicitation document can be seen below. 1) 52.212-1, Instructions to Offerors - Commercial 2) 52.212-2, Evaluation - Commercial Items. The following text is added to Paragraph (a) of FAR 52.212-2: (Low Price Technically Acceptable). A competitive award will be made to the responsible firm with lowest priced technically acceptable quote. 3) 52.212-3, Offeror Representations and Certifications - Commercial Items 4) 52.212-4, Contract Terms and Conditions - Commercial Items 5) 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items. An award will be made to the lowest priced bidder who can conform to the technical requirements listed in the Statement of Work. Evaluation In order to be considered for award, the offer must be determined to be technically acceptable. The technical evaluation factors for this procurement are Lowest Price Technically Acceptable (LPTA). Criteria under the LPTA process are judged on a pass-fail basis only. No other rating or qualitative value will be assigned. To be determined technically acceptable, all factors must be acceptable to obtain a pass rating for the technical proposal. An award will be made to the lowest price, technically acceptable, responsible offeror. The contract resulting from this solicitation will be awarded based on the following evaluation factors:  FACTOR I - TECHNICAL CAPABILITY  FACTOR II - PRICE The Government will conduct a technical evaluation on the submitted proposals using the non-price technical factor listed above, assigning a rating of Pass or Fail. Each factor will be assigned a rating of Pass or Fail. TECHNICAL CAPABILITY - Technical Capability must be presented to the Government in written format. The specific technical evaluation sections listed below must be clearly and fully addressed in the proposal. The responses to each section listed below must contain an adequate description of the services being offered in sufficient detail for the Technical Evaluation Board (TEB) to determine that the offeror can meet the requirements of the solicitation. The Technical Capability requirements/sections set forth below will be used by the TEB to comparatively evaluate each offeror. 1) Describe your firm's understanding of the scope of work to be performed. 2) Demonstrate your firm's ability to meet the required time frames and procedures identified in the SOW. 3) Describe how your firm will put in place the necessary management, supervision, and control systems to ensure that the SOW requirements are met. 4) Describe your firm's ability to hire and retain sufficiently trained and qualified staff in order to meet the requirements of the SOW. 5) Demonstrate that your firm's proposed staff will have the necessary qualifications, experience, and training to meet the requirements of the SOW. PRICE - USMS will evaluate each price proposal in order to determine price reasonableness. This evaluation may include, but is not limited to a comparison of the proposed price with the prices proposed by other offerors, the Government's estimate, consideration of current prices being paid for the same or similar services, current market conditions, as well as other relevant measures. AWARD - The contract will be awarded to the offeror whose who is deemed responsible in accordance with the Federal Acquisition Regulation who conforms to the solicitation requirements; and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation meets the technically acceptable standard for the non-cost factor and provides the lowest evaluated price. As such, an award will be made to the offeror whose proposal is the Lowest Price Technically Acceptable. Work Location: USMS/Office of Strategic Technology 8720 Morrissette Drive Springfield, VA 22152 It is anticipated that a five (5) day engagement will be required. A proposed work schedule must be received by the program office within 5 days of contract award and include five (5) consecutive days. If the proposed schedule is deemed acceptable by USMS, the successful awardee will be notified with 3 business days. If the schedule is not acceptable, the awardee will have 3 business days to resubmit a proposed schedule. All work must be completed by August 1, 2015.
