- This notice was initially posted on Friday, May 1, 2015, under the heading J&A. The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with Cadmus, Inc. to provide support services to the U. S. Environmental Protection Agency (EPA), Office of Ground Water and Drinking Water (OGWDW) under contract titled ?Implementation of the Public Water Systems Supervision (PWSS) And Underground Injection Control (UIC) Programs?, EP-C-08-015, for an additional 6,100 level of effort labor hours to be utilized to extend the contract which expires June 30, 2015, by two months, until August 31, 2015. The purpose of this requirement is to provide technical support for implementation of the Safe Drinking Water Act (SDWA). The Safe Drinking Water Act mandates that the U.S. Environmental Protection Agency (EPA) Office of Water (OW) establish national drinking water standards for public water systems to assure water supplied to the public is safe to drink. These standards are implemented through the Public Water Systems Supervision (PWSS) program. The SDWA also requires EPA to establish and implement regulations for the Underground Injection Control (UIC) Program to safeguard underground sources of drinking water. The Act envisions a joint Federal/State program to assure compliance with these standards. Congress intends that the States take a leading role in the primary enforcement responsibility (primacy) for both programs. EPA requires contract support to assist its efforts in developing and implementing regulations and carrying out other SDWA implementation activities. EPA believes that The Cadmus Group, with its experience in working the current contract, is uniquely qualified for this short term additional effort and The Cadmus Group is the only responsible source able to perform this 2-month effort due to its combination of expertise, knowledge of the equipment and facilities, and familiarity with ongoing projects required to meet EPA?s critical deadlines. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is June 16, 2015.
