- Statement of Work (SOW) SF 33 4 MAY 2015: SOLICITATION NOTICE: This is an RFP, which will result in a single contract award. Please see the solictation package and information provided in the presolicitation notice posted on 30 MAR 2015. -------------------------------------------------------------------------------------- 30 MAR 2015 PRESOLICITATION NOTICE: NOTICE: This is not a solicitation but rather a Presolicitation Synopsis as required by FAR 5.2. The purpose of this synopsis is to inform the market that the Air Force intends to solicit Thales Visionix, Inc. on a sole-source basis and to negotiate a single award contract for the procurement of Spare Equipment for the Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment to support the A-10 aircraft HMCS program. The proposed NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a corresponding size standard of 750 employees. DESCRIPTION Based on FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is one for which the Government intends to solicit and negotiate with only one source. If your firm does not agree with this determination, please provide evidence of your firm's capabilities and experience in providing the above services for evaluation. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The proposed contract action shall not exceed one year and is estimated to be awarded in June 2015 and end in November 2015. BACKGROUND The A-10 aircraft users have integrated the Thales Visionix, Inc. (TVI) Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment into war fighting capabilities. The HMCS components were developed solely by TVI and due to the proprietary nature of this specialized technology it is not commercially available, which makes TVI the only firm capable of meeting the technical requirement to diagnose, repair and replace the Scorpion TM HMCS equipment.. OBJECTIVE This effort is to procure Spare Equipment for the Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment for the A-10 aircraft HMCS program. The Contractor will have to provide the following equipment: ICS Rotable Pool Item PartNumber Description 1 V14032-401 HVI, HRC to Helmet 2 A12920-1 PD-14 3 A13055-1 ICU Input Filter Board Assy 4 13044-1 ICU Base Board 5 A13022-1 CM800 ICU CCA 6 A13909-1 RRT IRC-ICU Cable 7 A13887-1 Preflight 24VDC Power Supply Assy C-Kit Replenishment Item PartNumber Description 8 A12820-1 HRS Mounting Strap 9 A12937-1 Day Visor Assembly (DVA) 10 A13017-1 Spacer Block w/wiring (NVG Mount) 11 A13095-1 QDC Mounting Block (QMB) 12 A13415-1 Lens Cleaner Pouch 13 A13623-1 HVI Clamp Assembly 14 A13918-1 DVA/NVG Storage Bag Due to the proprietary nature of this requirement, the Contractor must have applied knowledge of the Scorpion TM Helmet Mounted Cuing System (HMCS) Equipment. Please note, comparable parts will not be considered as they are not authorized or approved for this effort. The Government does not own source data or have data rights for these items. Additional reverse engineering efforts are not being considered at this time. NOTES This is not a request for proposal (RFP) or an invitation for bid, nor is it to be construed as a commitment by the Government. The Government does not intend to make an award on the basis of this synopsis.
