- MAY 4, 2015 RESPONSES TO QUESTIONS RECEIVED FROM INTERESTED PARTIES The U.S. Department of Education (the Department) provides the following responses to the clarification questions received in response to the Vendor Collaboration Webinar. Question #1 - On Page 4 of the Draft Performance Work Statement indicates that, "ED will provide the contractor with information for the NTLS2012 sample... in order to conduct the study, including their consent status, study ID, school attended, and district approvals for data collection." Will student name, birthdate, address, contact (phone/email) information, parent name and contact information be included in the information ED provides to the contractor, since this type of information is not available in the NLTS2012 restricted dataset? U.S. Department of Education Response to Question #1: Information that will be necessary to efficiently conduct the administrative records collection will be provided to the contractor. No more information than what is necessary will be provided in order to protect sample members' confidentiality and privacy. The Department would encourage offerors to identify what information is they believe is needed in their proposals and address why the specified information is needed. Question #2 - In addition to providing youth consent status, will electronic copies of completed consent forms be available to the contractor for use in transcript data collection activities, if necessary? U.S. Department of Education Response to Question #2: In addition to the consent status, available individual consents will be provided. The successful offeror will also be provided information about the status of district agreements (e.g., MOUs, approved research applications).
