Description

Synopsis: NAVSUP FLC Code 215.4, Mechanicsburg on behalf of NAVSUP Business Systems Center (BSC) intends to award a Sole source Firm fixed Price contract to MCI Communications Services Inc., for a continuation of International communications line from PA to Saudi Arabia // Current Contract N0018914PQ109 New Procurement # PR1300 489535 estimated value $98,628.72 The COMPASS Communications Line is NAVSUP BSC ™s direct link from Mechanicsburg, PA to Riyadh, Saudi Arabia. The Communications Line allows NAVSUP BSC to provide critical support to our customer, the Royal Saudi Naval Forces (RSNF). NAVSUP BSC uses the line to develop, maintain, and provide production support for the RSNF COMPASS supply system. COMPASS provides logistics support for the entire RSNF. Period of performance required is 6/1/15 to 5/31/16 Total cost estimate is $98,628.72. Pursuant to FAR 6.302-1(a)(2)(iii), this authority is appropriate when, for DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agencys requirements. Identification of the justification rationale: The justification for limiting sources is only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. No other type of supplies or services will satisfy agency requirements. Additionally Verizon / MCI Communications Services Inc. is the required vendor because NAVSUP BSC ™s customer, the Royal Saudi Naval Forces, chooses this vendor to use for their portion of the communications service. NAVSUP BSC funds half of the total requirement and the RSNF funds half of the total requirement. Each activity coordinates a contract for their portion. Therefore FAR 5.202(a)(3) applies. NAVSUP BSC funds the private communications service line in Mechanicsburg PA to Saudi Arabia, and the RSNF funds the communications service line from Saudi Arabia back to Mechanicsburg PA. Both portions of this requirement must be with the same vendor to ensure compatibility, and minimize problems and inconsistencies. The NAICS code that applies to this acquisition is 517110 Wired Telecommunications and Transmission Service, 1500 employees. This announcement in no way requests any form of proposal or quote.
