Description
The Bureau of Reclamation (BOR), Lower Colorado Regional Office, Boulder City, Nevada, intends to award, on a sole source basis, a purchase order to Biomark, Inc. located in Boise, ID. The Bureau of Reclamation has a requirement for 30 units of Allflex RM 310 Interrogator Circuit Board for use of assembly and repair of the Marsh & Associates, Inc. remote sensing modular antennae system and 50, 000 units of HPT12 PIT tag for identifying Razor back Sucker and Bonytail Chub. Biomark, Inc. has propriety licensing as the sole distributor of the RM 310 Interrogator Circuit Board by Allflex USA, Inc. Market research determined that no other vendor offers any such interrogator circuit board as a standalone product like the RM 310 Interrogator Circuit Board. Additionally, all of BOR ¿s remote sensing antenna systems manufactured by Marsh & Associates, Inc. utilize the RM 310 Interrogator Circuit Board to produce the electromagnetic field (EMF) necessary to excite the passive integrated transponder (PIT) tag and then read and log the PIT tag alphanumeric code. Therefore, these boards are modular plug and play boards, which allows for easy replacement in the event of a failure without having to reconfigure any other aspect of the antennae circuitry. Also, Biomark is the sole distributer for the HPT 12 PIT tag, which has been identified as the legacy PIT tag for Native Fish Repatriation program. The manufacturing process for the HPT 12 PIT tag sets the industry standard as the highest number of copper windings around the ferrite core, which is necessary because the higher the windings, the higher the excitation radius. This higher excitation radius assures data capture for those fish that are more distally proximal to the antennae ¿s EMF. No other vendor has been identified that is able to meet these specifications. A Determination to Solicit Sole Source will be prepared in support of this acquisition. This procurement will be awarded using simplified acquisition procedures. The anticipated award date is May 22, 2015.
