Description

Special Notice – Intent to Sole Source Synopsis Special Notice - Intent to Sole Source Synopsis (No. 15-05JA, FSC 5610, NAICS 327991) This is a notice of intent to acquire Meta-Quartzite exterior stone for the U.S. Army Corps of Engineers, Honolulu District's Command and Control Facility (C2F) Program under the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The C2F program consists of the following phases - FY14 MCA PN67157 USARPAC Command and Control Facility (C2F) Phase 2, Fort Shafter, Oahu, Hawaii FY15 MCA PN70668 USARPAC Command and Control Facility (C2F) Phase 3, Fort Shafter, Oahu, Hawaii The Meta-Quartzite exterior stone is from Las Vegas Rock, Inc. (http://vegasrock.com/). The use of this specific type of meta-quartzite stone from Las Vegas Rock quarry is necessary to match the stone that has already been used in Phase 1. The colors, textures, patterns and shapes of the stone used in Phase 1 are unique to this specific quarry. In addition, this stone is Cradle-to-Cradle certified which is necessary for LEED accreditation. The exterior stone for C2F program is specified as follows: a. Meta-Quartzite: Comply with ASTM C 97/C 97M, Classification II Quartzitic Sandstone. (1) Cradle to Cradle Silver Certified (2) Coefficient of Friction: Overall Average in Dry & Wet Conditions is 0.97 on testing according to ASTM C 1028. (3) Stone Abrasion Resistance: Plus minimum value of 50 percent, based on testing according to ASTM C 131. (4) Hardness: Recorded value no less than 5.0 on the Mohs Scale Scratch Test. (5) Water Absorption and Density: Absorption of 3.1 to 3.87 on testing according to ASTM C 97/C 97M. (6) Compressive Strength: Dry Parallel to Bedding is 7,150 to 8,940 psi (7) Modulus of Rupture: Dry Parallel to Bedding is 1,359 to 1,693 psi (8) Freeze Thaw: 0% weight change over 300 cycles. (9) Mineral Content Silica Bonded by Quartz "Glass Grade" (10) Colors: Las Vegas Rock, Jean, NV, Dark Rainbow Gold or approved equal. (11)Picture of stone from Phase 1 is attached. This notice does not constitute a request for competitive proposals and is not to be construed as a commitment by the Government for such a purpose. Firms believing they can obtain a similar stone may submit a capabilities statement. The capability statement shall be submitted no later than 2:00 p.m. HST, on May 26, 2015 by email to Ms Tristin Suetsugu at tristin.n.matsuki@usace.army.mil and Mr Kent Tamai at kent.a.tamai@usace.army.mil. The statement shall include the following: a. Provide fully detailed specification sheets and/or pictures describing stones characteristics (color, texture, patterns, shape, quarry information, etc.) and explain how the stone can obtain Cradle-to-Cradle certification (or Cradle-to-Cradle certificate). The Government will not assume any costs for preparing or submitting information in response to this announcement.
