- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis from Affordable Engineering Services L.L.C.(AES), 120 C Ave STE 110, Coronado CA 92118-1992, a twenty one (21) month extension of contract N68936-10-C-0062 for 2,081,520 hours of support services. This is necessary for the continuance of contractor services to the Fleet Readiness Center Southwest (FRCSW) Depot Level Maintenance program in support of the F/A-18 series, C-130 series, E-2C, C-2A, UH-1 series, AH-1W, H-60 series, H-53 series, EA-6B, S-3B, AV-8 series, and other various aircraft programs at various fleet and shore activities. This acquisition is a bridge effort to the current contract for continued support until the competitive follow-on contract is awarded. The scope encompasses the mission-essential services and materials necessary to support the regularly scheduled maintenance, repair, testing, major and minor modifications, and overhaul of various fleet aircraft, engines, mobile facilities, and components, including both flight and avionics systems. This contract extension is required to allow sufficient time to award a competitive follow-on contract with an anticipated award date in August 2017. Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." AES is the sole source capable of providing these efforts without creating impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. Due to the ongoing nature of the support services currently being performed under this contract and the need to continue these services with a minimum break in work, AES is the only practical source for providing the necessary continuation of these services until award of the competitive follow-on contract. The anticipated period of performance of this extension will be 01 February 2016 through 31 October 2017. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capabilities to respond to this requirement. The Government will consider all information received by 20 May 2015 at 5:00PM PST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
