- THIS IS A NOTICE OF INTENT TO RESTRICT CONSIDERATION OF SCHEDULE CONTRACTORS. THIS IS NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Government intends to restrict competition consideration and enter into a sole-source contract with Vistronix LLC under HHSN273201000063U, which is a delivery order issued under GSA Government-Wide Agency Contract (GWAC) #GS06F0629Z. The Government would like to continue the services offered under HHSN273201000063U for a period not to exceed 12 months, from August 11, 2015 through August 10, 2016. The new competitive contract is anticipated to be awarded in Fiscal Year 2016. HHSN273201000063U, entitled "Customer and User Support", was awarded on August 11, 2010. The purpose of this contract is to provide computational and data management support for the database system that captures the NTP data and displays the data for users of the system. The contractor shall continue to provide the following services: • Provide computational support for: the NTP Toxicology Data Management System (TDMS); the NTP Laboratory Data Acquisition System (LDAS); and the NTP Chemical Effects on Laboratory Systems (CEBS) • Provide user support for the NTP subscription to the hosted version of the Provantis® system • Provide computational support, data analysis, data management, and capture of laboratory data • Maintain TDMS and LDAS • Develop and maintain CEBS • Maintain legacy NTP data • Support the integration of data within CEBS • Support the capture and display of novel NTP data in CEBS • Provide scientific and logistic assistance to users of the hosted Provantis® system The NIEHS has a need for continued services but because of unforeseen delays, the new competitive contract will not be awarded before the current contract expiration date. This notice is being published by NIH/NIEHS in accordance with Federal Acquisition Regulation (FAR) Part 5.201. The acquisition authority for this limited sources action is FAR 8.405-6(a)(1). This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within three days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice.
