Description
Sources Sought Notice: This is a Sources Sought Notice. Project Title: IT Services operations, maintenance, and enhancement support for the Defense Technology Security Administration The Defense Technology Security Administration (DTSA) is seeking information to identify potential sources to perform Information Technology (IT) Services for Operations, Maintenance, and Enhancement of IT Services and Systems. To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 541513 Computer Facilities Management Services with the corresponding size standard of $27.5M. Responses from "all" sources is requested including Small Businesses, 8(a) small businesses, HUBZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses. This Sources Sought Synopsis is requesting responses to the following criteria from "all" sources, both Large and Small Business including Small Businesses, 8(a) small businesses, Hubzone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses. Contract/Program Background: 1. Task Order Number HC1028-D-2002-DP01 2. Contract Type: Firm Fixed Price (FFP) The DTSA mission is to administer, consistent with U.S. policy, national security objectives, and Federal laws and regulations, the development and implementation of DoD technology security policies on international transfers of defense-related goods, services, and technologies to ensure that critical U.S. military technological advantages are preserved; transfers that could prove detrimental to U.S. security interests are controlled and limited; proliferation of weapons of mass destruction and their means of delivery is prevented; diversion of defense-related goods to terrorists is prevented; legitimate defense cooperation with foreign friends and allies is supported; and the health of the defense industrial base is assured. To these ends the DTSA Management Directorate (MD) - Information Technology (IT) Division must operate, maintain, and develop IT services and systems to enable the accomplishment of the objectives, functions, and tasks in support of the DTSA mission. Under the Office of the Secretary of Defense - Policy is the Defense Technology Security Administration (DTSA). DTSA Information Technology (IT) is organizationally within the Management Directorate under the management of the Chief Information Officer (CIO) and Chief Information Technology Officer (CITO). The DTSA requires IT Services operations, maintenance, and enhancement support to perform DTSA mission. Technical Areas for Support Services: Firms submitting a response to this Notice should address performance of the following technical areas in their capabilities statement and also the areas under Other Capabilities. The first technical support area is day to day IT operations and maintenance support of DTSA's mission essential functions. A second technical support area is systems enhancement support for the Presidential Initiative - Export Control Reform (ECR). This effort includes enhancements and transitions to "production status", for multiple DTSA developed, owned, and operated systems that enable cross governmental organizations and entities to exchange, modify, manipulate, and store data of multiple types in multiple formats. The third technical support area is ongoing support for DTSA Security Policy Automation Network (SPAN) programs maintenance inclusive of bug/error program coding corrections and enhancement of existing codes functionalities. End-User support and training efforts are to be provided for both standard office productivity programs and the DTSA SPAN programs. The capabilities' statement should address the Technical Support Areas identified above and also other capabilities in the section below for each area demonstrate how the firm's recent past performance (last 5 years) is relevant to the support areas listed including the dollar value, period of performance, size and scope of the firm's prior contracts. Estimated Period of Performance: Base Year Period and three (1) year option periods ending May 31st 2019. Place of Performance: Contractor will be required to provide services at the following locations: a. DoD DTSA office spaces - 4800 Mark Center Dr., Alexandria, VA b. Dept. of State - Annex Office SA-1, 2401 E Street, NW Suite 1200, Washington D.C. c. Dept. of Commerce - 1401 Constitution Ave NW, Washington, DC d. Dover Air Force Base- 442 13th Street, Dover, DE Other Capabilities: Firms submitting a response to this Notice should also address in their capability statements their knowledge, experience, and technical ability to support the following: Clearance Level: Secret Clearance at minimum for all contract personnel. The DTSA Director of Management in his capacity as the DTSA CIO shall provide overall IT strategic planning, policy and program management, coordinate activities, establish timelines and milestones and monitor the effectiveness of the program. The DTSA CIO designated the Chief Information Technology Officer (CITO) as the Technical Monitor/Contract Officer's Representative (TM/COR), and the Technical Review Authority (Automated Data Processing-I [ADP-I]) under the provisions of DoD 5200,2-R, "DoD Personnel Security Program, dated January 1987, for this requirement. 1. DTSANet is a state-of-the-art, enterprise-class network comprised of enterprise services and information management resources necessary to share information across DTSA and mission partners to achieve information superiority. The enterprise services component consists of servers and computing suites that serve as the computing infrastructure. The DTSANet infrastructure outside the DTSA work spaces is maintained by the U.S. Army Information Technology Agency (USITA), and extends from DTSA HQ (currently at the Alexandria Va. Mark Center campus) to the Pentagon via a metropolitan area network where its classification can range from unclassified to top secret. USITA manages the core network firewalls and serves at the gateway to the Global Information Grid (GIG), DoD Information Systems Network (DISN) and the Internet. The information management component addresses the strategy DTSA leverages to manipulate process and translate data to support technology security and national disclosure decisions via the SPAN applications. Capabilities Required: Network operations, maintenance, and support functions. 2. SPAN is a suite of decision management applications developed to support information management processing activities for technology security, national disclosure policy, foreign disclosure reporting, dual-use and munitions export licensing, foreign visits and patent reviews. Capabilities Required: IT Computing Systems and Servers operations, maintenance, and enhancement support. This is inclusive of software enhancements, installations, and all associated IT operations & maintenance functions. The nine customized applications that comprise SPAN are: • U.S. Exports (USXPORTS), Foreign Visits System (FVS)-Department of Defense (DoD), • FVS-Confirmation Module (FVS-CM), • FVS-Embassy (FVS-EMB), • Foreign Disclosure System (FDS)-DoD, • FDS-Foreign Disclosure Officer (FDS-FDO), • National Disclosure Policy System (NDPS), • Spacelink, and • DoD Patent Application Review System (DPARS). A brief description of each SPAN application is addressed in paragraphs below. Also included are SPAN support utility applications. They are SPAN Admin, SPAN File Transfer and Export License Status Advisor (ELISA). a. USXPORTS is an advanced automated decision support application that allows the U.S. Government to conduct comprehensive and timely export licensing reviews, with the intent of protecting U.S. sensitive technologies while fostering a competitive edge for the U.S. economy in the global marketplace. Approximately 60,000 licensing applications are processed through USXPORTS each year. President's Initiative for Export Control Reform (ECR): The Administration completed a review and a subsequent decision was made to migrate the export licensing and reviewing departments and agencies to a single licensing program/database, USXPorts, a Department of Defense system that was deployed in 2003. For more information visit: http://export.gov Government Furnished ECR Information and Materials: USXPORTS will at some indefinite time in the future transition to another agency (existing or new) as determined by U.S. Congressional authorities. All program source code, executables, servers and supporting ECR-USXPORTS specific equipment, processes, procedures, tools, materials, and documents are being established and prepared for this transition. The U.S. Government owns and retains all rights and controls for and over all source code, executables, tables, data, reports etc. b. Foreign Disclosure System i. Foreign Disclosure System- Department of Defense (FDS-DoD)FDS-DoD Is a military information application that captures the decisions regarding the release of classified military information to foreign governments and international organizations. FDS-DoD consists of two components. The first is a classified component, available to OSD, the Joint Staff, Defense Agencies and the Military Departments. The second is a sensitive but unclassified component available to 125 foreign government sites within the National Capital Region (NCR). Approximately 6,000 other technology security actions are processed through SPAN applications and DTSANet per year.   ii. FDS-EMB supports foreign embassy requests for, and release of, official DoD documentation through the Department of State to foreign governments. iii. Foreign Disclosure System-Offline (FDS-Offline) FDS-Offline allows non-secret network users to prepare and submit their foreign disclosures through the unclassified network. c. Foreign Visits System (FVS) i. Foreign Visits System - Department of Defense (FVS-DoD) FVS-DoD processes foreign government visit requests to U.S. defense and defense contractor sites. The system is managed by four defense visits offices in the military departments and the Defense Intelligence Agency (DIA). The system consists of a sensitive but unclassified component located at 125 foreign embassy sites in the Washington Metropolitan Area and classified sites throughout the DoD. ii. Foreign Visits System -Embassy (FVS-EMB) FVS-EMB provides automated support to DoD for processing requests for personnel representing foreign governments to visit DoD organizations and contractor facilities for the purpose of gaining access to U.S. classified or controlled unclassified information and technology. iii. Foreign Visits System-Confirmation Module (FVS-CM) FVS-CM is used to track foreign visitors within the Department of Defense (DoD) to include Research, Development, Test and Evaluation (RDT&E) sites, DoD Contractor sites, and other sensitive DoD facilities and activities. The purpose of the data collection is to support the Counterintelligence (CI), Force Protection and Counter-terrorism mission of Department of Defense (DoD). Access to FVS-CM is through Non-Classified Internet Protocol Router Network (NIPRnet) with multiple layers of security to protect information contained therein. d. National Disclosure Policy System (NDPS) NDPS supports the mission of the National Disclosure Policy Committee (NDPC), which develops disclosure policy and provides oversight to disclosures of U.S. classified military information to foreign governments and international organizations. NDPS provides full workflow and decision support for about 110 requests per year submitted by the NDPC members for an exception to the national disclosure policy. National Disclosure Policy Exceptions Database (NDPE) NDPE is a database warehousing information about national disclosure policy exceptions granted by the NDPC. e. Spacelink Spacelink facilitates the electronic transfer of space launch technology plans and technical data from U.S. Industry to the U.S. Government as well as the U.S. Government's space launch positions. f. DoD Patent Application Review System (DPARS) DPARS facilitates the review and recommendation of U.S. patent inventions that have potential national security implications. It is used by the Military Departments, Military Field Evaluation Sites and National Security Agency. Submission Requirements: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Vendors who wish to respond to this should send responses via email NLT 10:00 AM (Eastern) Thursday, May 21, 2015 to anthony.d.hawkins14.civ@mail.mil. Interested businesses should submit a brief capabilities statement package (no more than seven 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to perform the services listed in this Technical Description. Capabilities statement shall not exceed more than seven (7) pages. All vendors shall be registered in SAM (www.sam.gov). For information purposes please see attached draft performance work statement (PSW) document. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
