Description
Request for Information (RFI) VMware Product License Agreement This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. VA seeks to identify vendors who are authorized resellers of VMWare maintenance support and products as identified in the attached list (VMware RFI1 Attachment). VA is conducting market research to determine the most cost effective and efficient way to decommission, support, maintain, upgrade and/or expand its current inventory of VMware products. VA requests that responders provide multiple options/alternatives for meeting VA's needs. Interested parties submitting a Capabilities Statement should be brief and concise, yet clearly demonstrate their ability to meet the stated requirements for an enterprise wide procurement of this magnitude. The Capabilities Statement should clearly present evidence that the interested party is fully capable of providing the required VMware licenses, maintenance and VMware certified core support services, and as such may include any information that the interested party feels is relevant. Prospective offerors are strongly encouraged to submit questions and comments as soon as they are identified. Telephone questions will not be accepted. As part of the response, please provide the following information as well. 1.General Company Information a.Company Name b.CAGE/DUNS Number under which the company is registered in SAM/VetBiz.gov c.Company Address d.Technical and Contracts Points of contact information 2.Are you a small business under an applicable NAICS? Specify NAICS. 3.If a small business, what type of small business are you (e.g. SDVOSB, SDB, etc)? 4.Status as a reseller of maintenance and software for all the software titles identified in the attached list (VMware RFI1 Attachment). 5.Describe value added capabilities that allow VA to achieve cost reductions in an efficient manner. Discuss where these services have been applied in the federal government in the past with positive results. Please identify contract and government POC information as applicable. 6.Describe how the vendor will provide VA support to manage the distribution and accounting for VMware products procured and deployed throughout the VA under this effort. 7.Provide estimated software maintenance cost per fiscal year (FY) for each product with quantities shown in the attached list (VMware RFI1 Attachment). 8.Provide additional product/quantity alternatives for meeting VA's needs. 9.VA is an extremely large geographically disbursed entity, with much procurement done locally; this makes it difficult to effectively manage licensing support at an enterprise level. VA seeks to simplify the maintenance support contracting for all VMware products in VA. Specifically VA is interested in a concept that seeks to automatically pick up maintenance support at an enterprise level whose support has expired on the original procurements. This would be done without the need to count licenses individually for a given fiscal year. That is, maintenance support cost for a given FY for N licenses is determined by the value of the installed licenses and what price band it falls within for support. Pricing paid for support in the following year is based on the value of the software and what support price band it falls in within 60 days prior to the end of the current Enterprise contract term. VA seeks to identify vendors who can support this concept and asks for a proposed set of price bands to support such, based on the attached (VMware RFI1 Attachment) install base. 10.Submit responses and related information via email to Kawana Simms, Contract Specialist, at Kawana.simms@va.gov no later than close of business May 20, 2015. Please limit responses to no more than 10 pages. All proprietary/company confidential material shall be clearly marked on every page that contains such. White papers should also include a short summary of your company's business/developments in this area and current deployments with references. VA reserves the right to respond to none, all, or select responses. All VA requirements identified herein are subject to change at any time.
