- Sources Sought Synopsis: This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firm's ability to provide the items stated in this RFI. 1. BACKGROUND: The Caisson Platoon is responsible for managing a herd of 59 Military Working Horses for use in Full Honor Funerals at Arlington National Cemetery. Hoof care is essential to our mission. With the hard surface environment in which we operate, we are forced to shoe each horse every six weeks. Additionally, the hard surface we operate on requires borium to be placed on each shoe to increase the friction between the horse and the ground and to prolong the useable life of the shoe. The tools needed to complete this work are put under great stress and must be replaced often. The Caisson Platoon is currently purchasing all farrier supplies with limited funds from a Government Purchase Card. 2. OBJECTIVES: The Caisson Platoon is requesting to purchase a yearly supply of farrier equipment. This mission essential equipment will allow for proper horse hoof care, safety, and continued service in Arlington National Cemetery. Emplacing these items under contract will vastly increase the efficiency of budgeting for the unit. 3. APPLICABLE PERFORMANCE STANDARDS: For sizes 0 hind, 1 hind, and 2 hind the vendor shall provide a symmetrical shoe. The horseshoe must have a quote mark V quote mark shaped crease, inside bevel, and sole relief. The shoe must also be punched for nails of size 5, either city or slim in style, and be 5/16 thick with graduated widths. For sizes 4 hind and 3 hind, the vendor shall provide a horseshoe that is quarter clipped, three quarter creased, 25mm x 10mm, symmetrical in shape and punched for quote mark E quote mark head nails. For size 3 front, the vendor shall provide a horseshoe that is toe clipped, three quarter creased, 25mm x10mm, symmetrical in shape, and punched for quote mark E quote mark head nails. For sizes 5 hind, 6 hind, 7 hind, and 8 hind, the vendor shall provide a draft type horseshoe that is toe clipped, quote mark V quote mark shape creased, 1/2 in. x 1-1/4 in., symmetrical in shape, and punched for quote mark E quote mark head nails. The vendor shall provide the size nails listed below that are manufactured to fit the specifications of the horseshoes listed above. All Farrier tools shall be hand forged and made with H13 Steel. The vendor shall provide borium rods that can be welded to the horseshoe with oxygen and acetylene. If at least two small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 10:00AM, 12 May 2014, the requirement will be solicited as a 100% set-aside for small business accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 115210 with a size standard of 500 employees are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages must not exceed three (3) pages and shall be submitted via e-mail to MAJ Nikea Brame at nikea.m.brame.mil@mail.mil, with a courtesy copy (cc) to Haydee L. Soto-Carreras, at haydee.l.soto-carreras.civ@mail.mil at no cost to or obligation to the Government.
