- Alliance for Sustainable Energy, LLC Managing and operating contractor for the National Renewable Energy Laboratory Expressions of Interest Sought Introduction: The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy's (DOE's) primary national laboratory for renewable energy and energy efficiency research and development. NREL is managed and operated by the Alliance for Sustainable Energy, LLC under prime contract with the DOE. NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nation's energy and environmental goals. Objective: NREL is seeking expressions of interest from qualified individuals/organizations for lease of conference center, office and dry laboratory space, at a total size of approximately 135,000 to 155,000 gross square feet (gsf). The proposed lease term is 15 years. The estimated occupancy date is October, 2018. NREL will consider existing buildings and existing lease locations to satisfy these requirements. NREL will also consider new construction that, in the opinion of NREL, can provide occupancy consistent with the estimated occupancy date. NREL seeks to gather information to determine if there are any potential individuals/organizations interested in a lease arrangement to satisfy the described needs of the laboratory. NREL will use the information received in response to this Sources Sought Notice to determine if there are any viable commercial or non-federal government/institution lease solutions that could meet the needs identified below. The lease arrangement will be an operating lease with the Alliance for Sustainable Energy, LLC in its capacity as the prime contractor to manage and operate NREL for the DOE. NREL intends to occupy the facility under a lease term of 15 years. However, because the ultimate source of NREL's lease payments will be federal funds annually appropriated by Congress to the DOE, a one-year termination clause must be incorporated into the lease. This clause must provide NREL the ability to terminate the lease without penalty at any time after the first year of the lease term upon one year's notice. Description of Need: NREL is seeking to lease space to satisfy the following needs: 1. A conference center with the capability to support gatherings of up to 1,000 persons, theater seating, roughly estimated at approximately 20,000gsf. 2. 250-350 offices, with a ratio of 35% 120sf semi-private and 65% 72sf open cubicle seating, roughly estimated at approximately 87,500gsf. 3. Six to eight conference/class rooms capable of holding 30 to 40 persons each, classroom seating, and Six to ten private meeting rooms capable of holding meetings of 10 to 20 persons, conference table seating, roughly estimated at approximately 21,600gsf. 4. Four to eight flex spaces that average approximately 800 net square feet each to be finished by tenant. The purpose of these spaces is to provide for future low bay, dry, instrumentation-type laboratories and computational visualization and analysis functions, roughly estimated at approximately 9,600gsf. 5. A central reception and display area of approximately 6,000gsf. 6. Parking to accommodate tenants, visitors, and conference attendees, roughly estimated at approximately 550 spaces. 7. Flexible security systems capable of accommodating public access to portions of the facility as well as private access business offices/meeting rooms and secured access office areas. 8. Capable of supporting state-of the-art multimedia and Web-connected technology throughout. 9. Minimum sustainability level of LEED® Gold certification. 10. Close proximity to the South Table mountain campus, Golden, Colorado. A site up to 4 miles driving distance from the Research Support Facilit on the NREL South Table Mountain Campus (15301 Denver West Parkway, Golden, Colorado 80401) may be considered. Response Requirements: Responses must be submitted in writing and must include the following: 1. Identify the proposed location for the facility. 2. Identify whether the space consists of existing buildings, or would require new construction. 3. Estimated timeframe for availability of space. 4. To the extent possible, provide a rough estimate of the lease rate and term and any key assumptions used. 5. Identify any conditions, circumstances, and constraints that may impact the project. 6.
