Description
SOURCES SOUGHT SYNOPSIS For Army This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis (SSS) announcement for market survey information to be used for preliminary planning purposes. This SSS is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Advocate for Competition at dean.m.carsello.civ@mail.mil. Include the subject of the acquisition, this announcement, and the MICC POC information from this FedBizOpps notice. Finally, please provide the specific aspects that unreasonably restrict competition and your rationale. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army will solicit for and award a contract for a full service advertising agency to plan, execute, and manage a wide range of advertising services in support of a nationwide advertisement campaign for personnel recruitment and retention programs. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the marketing industry and the Small Business Community to include, but not limited to, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The marketing and advertising program may be directed toward the recruitment of qualified personnel to fill vacancies in both enlisted and officer programs across a wide range of missions. The number of personnel required for each mission can vary in response to factors such as past shortfalls in recruiting, the internal reenlistment rate and personnel ceilings established by Congress. Army marketing and advertising focuses its efforts around three core competencies to achieve its missions: awareness, engagement/lead generation, and activation/recruiter support. Estimated Cost: Between 300 to 600 million. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 541810. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Award may be based on overall quote mark Best Value quote mark to the Government. Anticipated solicitation issuance date is unknown. Offeror's response to this Synopsis shall be limited to 5 pages and shall include the following information: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's interest in bidding on the solicitation when it is issued. Offeror's capability to meet requirements. Offeror's capability to perform a contract of this magnitude and complexity (include comparable work performed within the past 5 years -brief description of the contract, customer name, timeliness of performance, customer satisfaction, and dollar value of the contract) -provide at least 3 examples. Offeror's type of small business and Business Size (Whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) Interested Offerors shall respond to this Sources Sought Synopsis no later than 5:00 PM (EST) 11 May 2015.
