Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is a 100% small business set-aside, using NAICS 541850, size standard = $15.0 million. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. Please include CAGE Code, DUNS, Tax Identification Number, FOB Point, Discount Terms and Delivery Date. The quote shall be valid through July 31, 2015. All contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM). No award can be made unless the vendor is registered in SAM. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. Scope of Work: The New Hampshire National Guard's Recruitment and Retention Battalion (NHARNG-RR) is seeking a billboard advertising contractor to facilitate the production and leasing of media space for seven outdoor billboards throughout the state of New Hampshire as part of the 2015 Marketing/Branding Campaign for a period of 12 consecutive months approximately beginning in the month of May 2015. The billboards design will highlight the New Hampshire National Guard logo and phone number featuring a picture of a soldier. 2. Contract Tasks Performed by the Contractor: 2.1 Production: The contractor shall produce, print, arrange, and install one, permanent billboard sign at each location specified below. The design will be printed on durable, computer-painted flexface vinyl. If original artwork provided by NHARNG is altered by contractor, the NHARNG requestor must approve the design before manufacture via e-mail. 2.2 Maintenance: The contractor shall maintain each billboard in good condition for the duration of the contract. Good condition is defined as no visible damage from 150 ft. that could alter the original appearance of the artwork. If damaged, the contractor shall repair or replace as soon as possible not to exceed (NTE) seven (7) full working days at no cost to the Government. 2.3 Contingencies: Upon approval of the contractor's proposal, the contractor shall reserve the billboard space immediately. In the event that the billboard location cannot be secured as proposed, the contractor must provide an equivalent or superior space instead at no extra cost to the Government. 2.4 Disposition: The contractor shall be responsible for removing the billboard vinyls at the end of this contract. The NHARNG will pick up all seven (7) used vinyls from the contractor within seven (7) business days from a designated location in New Hampshire. 3. Contract Tasks Performed by the Government: 3.1 Artwork: The New Hampshire National Guard will provide the artwork to be displayed on each billboard. It will be built using the CMYK color space on a 1 quote mark scale, 300dpi, 0.5 quote mark bleed space on all four sides, H 15 quote mark x W 49 quote mark. The file format of the artwork is maximum resolution.JPG file. 3.2 Inspection: The New Hampshire National Guard will inspect the displays upon completion of initial installation for approval. Any billboard that does not meet the requirements of this contract must be corrected within 3 working days at no cost to the Government. 4. Billboard Advertising Details: 4.1 Distribution: The billboard signs shall be positioned on highly visible, heavy traffic locations to be clearly visible from 150ft by motorists. The location of each billboard sign is as follows: Location #1: Nashua, NH intersection of East Hollis Street & Bridge Street on North side of Bridge Street positioned for travelers traveling East/west on Bridge Street Location #2: Manchester, NH intersection of Queen City Avenue & Baker Street on North side of Queen City Avenue positioned for travelers traveling East/west on Queen City Avenue Location #3: Conway, NH intersection of NH-16 & NH-113 on West side of NH-16 for travelers traveling North/south on NH-16 Location #4: Farmington, NH intersection of NH-11 & Rochester/Farmington border on West side of NH-11 for travelers traveling North/south on NH-11 Location #5: Hillsboro, NH intersection of US-202 & NH-149 on North side of NH-149 for travelers traveling East/west NH-149 Location #6: Peterborough, NH intersection of Rte 101 & US-202 (2 mi. East) on South side of Rte 101 for travelers traveling East/west Rte 101 Location #7: Portsmouth, NH intersection of US-1 Bypass & I-95 & Rte 16 (Portsmouth Circle) on Outside of Portsmouth Circle for travelers traveling around Portsmouth Circle 4.2 Size: Billboards may vary from size depending on availability. They will size between 10-14 ft. in height and 24-48 ft. in width. The layout of the billboard may allow for up to H 3.75 quote mark x W 12.25 quote mark of bleed area and H 3.5 quote mark x W 12 quote mark of copy area. 4.3 Visibility: The billboard shall be clear-light illuminated at least from sunset to sunrise daily. It shall be clearly visible to oncoming traffic, without obstructions. 4.4 Rental Duration: The media space shall be provided for 12 consecutive months beginning no later than May 30, 2015, unless delays are approved by the New Hampshire National Guard. This contract will NOT exceed one year from the approval date. All responsible sources may submit an offer, which will be considered by the Government. A firm-fixed price award will be made to the responsive, responsible quote providing the lowest delivered price technically acceptable. Quotation must include a separate line item for each billboard offered. Each line item must include a location description (to include but not limited to street intersection), net amount, start date, end date, copy size, illumination hours, city and state, and zip code.
