- Description
- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with The University of Milwaukee-Wisconsin (UMW) for support in the 5 th Nanotechnology in Construction (NICOM5) Symposium taking place in Chicago, Illinois from May 24 through May 26, 2015. The FHWA has been engaged in various broad spectrum research on supplementary cementitious materials (SCMs) and alternative cementitious materials (ACMs) partly supported by the Exploratory Advanced Research (EAR) Program. FHWA seeks to establish a forum for researcher and the FHWA investigators to share early results and accelerate the dispersal of knowledge in order to advance the interest and application of new materials in highway systems. UMW is a unique institution in that it provides such training and educational opportunities. The University is the organizer of the NICOM5 symposium conference and has been involved in the development of the agenda, logistical planning, activity coordination, and organize the FHWA technical program and workshops. No other source can satisfy this requirement as UMW is the sole provider of the 5 th NICOM5 Symposium, and no other source can provide such services. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
