It replaces previous solicitation number "Peace_Corps_PCMC". Contracts will be competed from the pool of applicants as PCMO Personal Services Contract (PSC) positions come available. Peace Corps (PC) seeks licensed and nationally certified nurse practitioners and physicians to serve as Peace Corps Medical Officers (PCMOs) worldwide. Occasionally a position may be open to a registered nurse with highly specialized qualifications. PCMOs are paid contractors who provide healthcare, education, and counseling services and manage the Peace Corps Volunteer health care programs in their countries of assignment. The PCMO job entails providing primary care, mental health support, and health education to Peace Corps Volunteers. The job also requires experience in health unit administration. The openings and locations are difficult to predict. Applications are received and reviewed on an on-going basis. There is a mix of locally and US- trained medical professionals who work as PCMOs. The following is an explanation of the application process: Send your application documents to both the primary and secondary contacts. Upon receipt, they will be reviewed and if found technically qualified, you will be contacted for a telephone interview. After successful completion of the interview(s), your name will be placed on the PCMO roster. When a PCMO opening at a PC Overseas Post has been confirmed, everyone on the roster will be contacted. The names and information for all interested candidates are then sent to the Country Director at Post who will conduct another interview. Only then, based on the evaluations and input from both PC Headquarters and Post, is a candidate chosen to fill that PCMO PSC opening. See attached Statement of Work for complete description of responsibilities. The contract is for a one-year period with three (3) option years. The first option year is at the unilateral option of the Peace Corps, meaning that if the candidate signs a contract, and if the Peace Corps decides to extend the contract into that second year, the PCMO will be obligated to stay with Peace Corps for the base and first option period. Pre-tax compensation will be negotiated based on the appropriate range for the position at the discretion of the Peace Corps Contracting Officer. Items of consideration may include experience, salary history, and local market conditions (salary survey of similarly qualified medical professionals in country). Benefits may include the following, depending on citizenship and contract type: *Medical emergency evacuation insurance or United States Embassy health unit access *Airfare to and from country for PCMO and authorized dependents *Vacation leave *Home leave *Sick leave *Housing/Utilities *Shipment of household affects *Education allowance (US Citizens only) Required Qualifications: *Minimum three years recent, relevant primary care experience; * Current certifications in one of the following: Nurse practitioner, physician, or registered nurse (on rare occasion) * No unfavorable actions related to medical malpractice, state license, clinical privileges, etc in National Practitioner Data Bank; * Security background clearance. A background security investigation will be required. The contract award will be subject to the contractor's successful completion of a background security investigation; * Physically fit to work in an overseas environment. The contract award will be subject to the contractor passing a physical examination; * Contractors must be registered in the System for Award Management (SAM) before being awarded a Federal Government contract. Registration can be accomplished at www.SAM.gov; *Professional fluency in English; *Peace Corps requires that PCMOs have and maintain a current, active professional license to practice at the level of their credentials; * All practitioners must maintain their national certifications during the entire contract period; and * Nurse practitioners must hold certification from a national certifying organization such as the American Nurses Credentialing Center or the American Academy of Nurse Practitioners. Desired qualifications: * Counseling experience and ability; * Experience providing preventive health education and training to non-medical personnel; * Experience managing and administering health care systems, clinics, or out-patient programs; * Recent relevant primary care experience; and * When appropriate, competency in the language spoken at post.
