Description
23 February 2015 Update: PURPOSE: This is an invitation to continue to participate in on-going DHS PIADC Market Research efforts for the Center-Wide Support Program (CWSP) at the Plum Island Animal Disease Center (PIADC) in New York. Market research first began last spring with a site visit to Plum Island followed by written responses from Industry to a Request for Information (RFI). For this round, and based on those responses, PIADC requests feedback and comments from Industry on the Draft Statement of Work (SOW). Additionally, this notice will provide an update on the procurement process and preliminary acquisition strategies. BACKGROUND: The CWSP Contractor will be responsible for providing labor, management, supervision, equipment and materials (except those items which are Government-furnished) for all services required for the safe, effective, efficient, and compliant operations and other support services (e.g. animal care) at PIADC under normal, abnormal, and emergency conditions. Please note the following services, previously identified in paragraph 3.0 “Scope”, of the earlier RFI, are no longer part of this procurement: 1) Conceive and conduct foreign animal disease research 2) Develop and publish scientific program documents and procedures 3) Exec. Admin Assistance 4) Public Affairs 5) DHS Budget Analysis 6) DHS Finance/Accounting Based on the responses from the initial RFI and in consultation with the Small Business Administration (SBA) IAW FAR 19.203(c), this program will remain in the in 8(a) program and be solicited as an 8(a) competitive Small Business set-aside, under FAR part 15. The solicitation is anticipated to be issued in the September-October 2015 timeframe. The solicitation will include a Pre-Proposal Conference before proposals are due. The resultant contract is anticipated to be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) - Cost Reimbursement and Fixed Price Contract Line Item Numbers (CLINS) hybrid-type, single award. The scope of the technical tasks for which orders will be issued is within the accompanying draft SOW. The contract will include a base period of performance from the date of award thru a yet to be determined time and several option periods also of yet to be determined durations. At this stage the government is considering a total contract period of performance of up to 10 years; therefore, while approaches to fee or other performance incentives remain under consideration by the Government, feedback from Industry on maintaining exceptional performance during this prolonged period, is also welcome. ACTION: Industry is invited to review the accompanying draft Statement of Work (SOW) for more details regarding this procurement and provide their initial comments or questions, as appropriate. Please note that this exposure draft will be superseded in the relatively near future (approximately 2-3 months) with a final draft SOW that will be issued for industry comment and questions prior to the RFP. DHS intends to develop the CWSP scope and requirements to a greater degree in certain sections (these sections may currently indicate content will be released in a future version of the SOW). The aim of this RFI is to continue dialogue with Industry in order to support your preliminary planning and aid in the improvement of the solicitation. Therefore, formal proposal responses are not requested from offerors at this time. The Government requests interested parties to send their feedback, including comments and questions, using the provided Excel template, electronically to PIADC-CWSP@hq.dhs.gov. Verbal responses will not be accepted. Comments and questions received within 30 days of the issuance of this RFI will be considered in the development of the final draft SOW. The table below summarizes the next steps involved in this solicitation and associated target dates.
