- PWS ( Performance Work Statement) Attachment 1 Request for Information (RFI): Planning for Air Force Reserve Recruitment Advertising Program Notice Number: Response Date: Issued by: HQ AFRC/RS Purpose: The intent of this notice is to gather information from Industry regarding the upcoming acquisition of the Air Force Reserve Recruitment Advertising Program. This RFI should not be construed as a commitment by the Air Force Reserve to issue a solicitation or to ultimately award a contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to the RFI. This RFI is no way binding the government. The government will not pay for any information submitted in response to this request. The information will be used to facilitate acquisition planning; any proprietary information will be handled accordingly. The determination of an acquisition strategy, based upon comments submitted by interested parties in response to this RFI is solely within the discretion of the government. A date has not been set at this time regarding when the recompete will begin. Program Objectives: The contractor shall perform the management and operation for the Air Force Reserve Recruitment Advertising Program. The Air Force Reserve Command is seeking a full-service advertising agency. The annual contract will include developing strategies for maximizing effective/efficient us of budget, conducting market research and analysis, recommending ad budgets and media mix, and integrating all advertising activities. Contractors will be required to develop advertising in selected media, process and track leads, and provide advertising guidance to the Air Force Reserve for effectively communicating the attributes of military service to prospects and influencers. Contractor will also be responsible for creative production and placement of all Air Force Reserve recruitment advertising in national magazines, newspapers, television, radio, internet, direct mail and billboard. Advertising will support the Prior Service, Non Prior Service, Heath Profession Programs and Officer Programs. The contractor will also be expected to provide other normal advertising services such as managing and operating the advertising program which includes services of the account manager and executive, website hosting, PSA program management, recruiting support vehicles, qualification center operation, TV and radio products, media and creative services. Background: The period of performance for this contract is anticipated to be a basic, one-year contract with four annual options. This acquisition is anticipated to utilize Risk/Price/Performance Trade-Off procedures as stated in FAR 15.101. An IDIQ with task ordering is anticipated. The pricing arrangement is anticipated to be Firm Fixed Price and cost plus fixed fee line item(s). Respondents will be required to furnish evidence of previous successful management and execution of other national advertising programs. The NAICS code is 541810 and the size standard is 15 million in annual revenue. This acquisition is anticipated to be a 100% Small Business Set-Aside. All respondents must be registered in the SAM (System for Award) system prior to award. It is anticipated that respondents will be evaluated using best value source selection procedures in accordance with AFFARS 5315.3 utilizing written technical proposals. All respondents are welcome to comment on attached draft PWS (performance work statement). When the Request for Proposal (RFP) is ready to be posted on the Fedbizops Web Page all associated documents will be uploaded for review. NOTE: Respondent must have sufficient cash flow to allow up to $1,000,000 in advance payment for media placement. Reference Information: Attachment 1 - Draft Performance Work Statement Information Requested: 1. Can multiple events be executed simultaneously across the U.S. without compromising quality at any of the events? 2. Can the respondent, provide adequate research to measure the effectiveness and comparative return on investment for the AFRC Recruiting Advertising Program? 3. What media research and tracking will the respondent provide to determine the effectiveness of the current/ongoing branding and recruiting advertising? 4. What types of surveys will the respondent provide that will show the specified target audiences in order to measure the effectiveness of the lead generating and recruiter/sales products and materials? 5. What types of personnel and their experience will the respondent provide to ensure that the AFRC Recruiting Advertising Program will be handled efficiently? 6. What experience does the respondent have in regards to providing all the technical and maintenance of the draft PWS (Performance Work Statement)? 7. Are contracts normally executed prior to development of an advertising/marketing campaign or after acceptance of the campaign by the customer? 8. Does your Agency provide advertising, marketing, and special event services, or would it be necessary to subcontract? If so, how much? 9. What will the respondent do to adhere to the Privacy Act of 1974 to include the Health Insurance Portability and Accountability Act of 1996 (HIPAA)? 10. For small businesses, FAR 52.219-14, Limitations on Subcontracting, can small business prime contractors provide 51% of the labor for this type of work requirement? Capability Statement Requested: In addition to the request for inputs on the above questions, we also request interested parties to provide a Capability Statement. The Capability Statement should include the following elements and should not exceed 10 pages: 1. Prospective Offeror Identification: a. Company name and commercial and government entity (CAGE) code b. Address c. Phone Number d. Fax Number e. Email address f. Point of Contact information g. A website address that provides additional information about the prospective business. h. Identify your company type as a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business and/or HUB zone business. Include your company's North American Industry Classification System (NAICS) code. Note: This RFI is open to large and small businesses. Small businesses are Encouraged to respond. A set-aside determination will be made upon completion of market research. 2. In the event that the Government issues a request for proposal (RFP) for this effort, request you Identify your intent to submit a proposal or describe your likely level of participation. 3. Your capability statement should address the following at a minimum: a. Provide a brief history of your business and experience. Address innovative approaches you would recommend for meeting the requirement. How to submit a Response: 1. Response to the above questions (exclusive of the Capability Statement) should not exceed 20 pages. In addition, your Capability Package should not exceed 10 pages, for a combined total of up to 30 pages. 2. The government will not pay for the preparation of any information submitted or for the government's us of that information. All information received in a response to this RFI marked "Proprietary" will be handled accordingly. In accordance with FAR 15.201. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to the RFI will not be returned.
