- The Center for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Office on Smoking and Health (OSH), intends to award a sole source contract to the Washington University, 1 Brookings Drive, Saint Louis, MO 63130-4862 for the purchase of professional services to enhance the development of a Sustainability Tool and continue the User Guide Series that will support the National Tobacco Control Program (NTCP). The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The North American Industrial Classification Standards (NAICS) code for this procurement is 541990, All Other Professional Services. The work shall be performed at the Contractor's facility. The primary purpose of this requirement is to enhance the development of a Tobacco Program Sustainability Tool generated by the Washington University and to continue the User Guide Series. The Sustainability Tool is a web-bases assessment tool that can be used by National Tobacco Control Program participants to sustain, maintain, implement, intervene, and evaluate components of the comprehensive tobacco control program model. User Guides will provide detailed guidance on the strategies that state and community programs should implement with specific funding recommendations as identified in the State and Community Interventions category of CDC's Best Practices for Comprehensive Tobacco Control Programs. These tools will allow OSH to provide participants with science-based information to sustain and maintain their programs, justify the resources being invested, validate additional resources that participants and partners request for tobacco control. Washington University, the Center for Public Health Systems Science (CPHSS) is a world leader in the field of creating sustainable solutions to public health problems particularly in the field of tobacco prevention and control. They have documented experience in interrelated focus areas that contribute to the sustainability work and lend itself to creating comprehensive and expert public health research, reports, translation, and evaluation. Their experience in public health is practical and gives them the connections and insights necessary to test documents during the development process to assure relevance to the target public health audience. This experience uniquely qualifies Washington University to provide continuity of services that is vital to the enhancement of the existing tool. Therefore, Washington University is the only responsible source capable of meeting the Government's requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Washington University. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer no later than 2:00 PM Eastern Standard Time, by May 20, 2015. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
