- COMBINED SYNOPSIS/SOLICIATION VA246-15-Q-0742 Service for Safety Checks on Boilers (I)This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. (II)This solicitation is issued as a Request for Quote (RFQ). Submit written quotes on RFQ VA246-15-Q-0742. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. (IV)Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). (V)The Network Contracting Office 6-SAO EAST intends to award a firm-fixed price service contract for Safety Checks of three (3) Boilers located at the Beckley VA Medical Center, 200 Veterans Avenue, Beckley, West Virginia 25801. (VI)The North American Industrial Classification System (NAICS) code for this procurement is 332410 with a small business size standard of 500 employees. This procurement is set aside to veteran owned small businesses (VOSB) and all eligible offerors may submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. (VII)Questions concerning this solicitation shall be addressed to Melisha Bradley, Contracting Officer, and emailed to Melisha.Bradley@va.gov. All questions or inquires must be submitted no later than 01:00PM Eastern Standard time on May 7, 2015. No phone calls will be accepted. (VIII)The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the lowest price and meets the requirements of the SOW. Quotes are due by 04:00PM Eastern Standard time on an May 8, 2015. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. (IX)This combined solicitation/synopsis is for the purchase of the following commercial services: BASE YEAR: May 11, 2015 through May 10, 2016 CLINDESCRIPTION OF SERVICES QUANITYUNITUNIT PRICEAMOUNT 0001Perform gas safety checks and oil safety checks on all (3) three Scotch Marine Boilers at the Beckley VAMC per the statement of work (SOW).1JB$$ OPTION I: May 11, 2016 through May 10, 2017 CLINDESCRIPTION OF SERVICES QUANITYUNITUNIT PRICEAMOUNT 1001Perform gas safety checks and oil safety checks on all (3) three Scotch Marine Boilers at the Beckley VAMC per the statement of work (SOW).1JB$$ OPTION II: May 11, 2017 through May 10, 2018 CLINDESCRIPTION OF SERVICES QUANITYUNITUNIT PRICEAMOUNT 2001Perform gas safety checks and oil safety checks on all (3) three Scotch Marine Boilers at the Beckley VAMC per the statement of work (SOW).1JB$$ OPTION III: May 11, 2018 through May 10, 2019 CLINDESCRIPTION OF SERVICES QUANITYUNITUNIT PRICEAMOUNT 3001Perform gas safety checks and oil safety checks on all (3) three Scotch Marine Boilers at the Beckley VAMC per the statement of work (SOW).1JB$$ OPTION IV: May 11, 2019 through May 10, 2020 CLINDESCRIPTION OF SERVICES QUANITYUNITUNIT PRICEAMOUNT 4001Perform gas safety checks and oil safety checks on all (3) three Scotch Marine Boilers at the Beckley VAMC per the statement of work (SOW).1JB$$ ESTIMATED TOTAL FOR BASE AND ALL OPTIONS: $__________________________________ STATEMENT OF WORK (SOW) Service contract for Three Fire tube boilers in Beckley WV (a)General: This project consists of testing, inspecting, checking, and setting combustion for gas and oil on (3) three Scotch Marine Boilers at the Beckley VA Medical Center, 200 Veterans Avenue, Beckley, West Virginia 25801in accordance with BEI Safe Steaming Device testing manual (Third Edition 2008), and VHA directive 2008-062. (b)This is a base + 4 years option contract. Base year begins May 11, 2015 and ends May 10, 2016. The last option year expires May 10, 2020. (c)This is a semi-annual service that requires multi-day trips to complete tuning and service on boilers. (d)This requires certified Yokogawa burner controls installer/repair technician, Technician familiar with BEI safe steaming device testing manual Third Edition. 1. Check low water cutoff alarm system. 2. Check low water shunt switch. 3. Check auxiliary low water cutoff alarm system. 4. Check auxiliary low water shunt switches. 5. Check high and low water alarms. 6. Check high steam pressure cutouts. 7. Check steam safety valves (x2) each boiler. (Lift pressures are 130psi and 135psi per boiler.) 8. Check flame scanner. 9. Check high and low gas pressure switches and adjust if necessary. 10. Check high and low oil switches and adjust if necessary. 11. Check all combustion air switches, and purge switches. Adjust if necessary. 12. Check and tune boiler combustion on all three fire tube boilers. 13. Give report on all discrepancies found during services verbally and in writing. Area of work is in the Boiler Plant. All work will be performed during normal working hours. All work will be in accordance with VA Master Specifications. (e)Place of Performance: Tasks will be performed at the VAMC Beckley, WV. Location of work will be in the Boiler Plant. Work will be in an occupied healthcare facility in operation 24 hours a day and care must be provide to keep work areas clean and contained. The contractor will be responsible for storage of materials and disposal of all unused materials. The contractor will ensure that all sub-contractors meet and abide by all government regulations and requirements to include 10 hour OSHA Training. The Government intends to make an award based on the initial quotations. 52.212-3 Certifications and & Representations (NOV 2013) 52.217-5Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. (End of Clause) -52.217-9Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
