- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SPECIFICATIONS LOWER GRANITE LOCK AND DAM FISH VIEWING WINDOW CLEANER, REPLACEMENT CYLINDERS 1.0 INTENT The following specifications pertain to the purchase of four (4) like item replacements for the South Shore Visitors Center Fish Viewing Window Cleaner Cylinders. 2.0 SCOPE The successful quoter shall supply four (4) cylinders, quote mark Brand Name or Equal quote mark to, Sheffer Cylinder: 6 A FF 78 CF 35 S2. All furnished components shall be new and not refurbished and conform in strength, quality of materials, workmanship and sound engineering standards. The system will meet the shipment and delivery instructions listed below. All items shall be installed by government personnel. 3.0 CYLINDERS 3.1 The successful quoter shall supply four (4) cylinders, quote mark Brand Name or Equal quote mark to, Sheffer Cylinder: 6 A FF 78 CF 35 S2. 3.2 Cylinders shall be mounted using a rectangular flange mounting surface on the rod end. 3.2.1 Width x Depth x Thickness: 8 5/8 inches by 6 inches by inches 3.2.2 Mounting Hole Diameter: 9/16 inches x 4 holes 3.2.2.1 Spacing: (W x D): 7 5/8 inches by 4.88 inches 3.3 Cylinders shall have a working stroke of 78 inches. 3.4 Cylinders shall have a bore diameter of 6 inches. 3.5 Cylinders shall have a rod with a 3 inch diameter made of high strength, hardened, and plated steel or better 3.6 Cylinder rods shall be resistant to scoring and corrosion, and have a life cycle equal to that of the cylinder assembly. 3.7 Cylinders shall be operable using 125 PSI of compressed air. 3.8 Cylinders shall have a threaded rod end. 3.8.1 Diameter-Thread: 2 inches - 12 3.8.2 Length: 3 inches 3.9 Cylinders shall have a 6 inch, stainless steel, stop tube. 3.10Cylinders shall be fitted with a cushion on the rod end. 3.11Cylinder and rod material shall be resistant to corrosion due to water. 3.12Cylinders shall be fitted with Buna-N type seals. 3.13Reference Attachment 1 (Cylinder Drawing) for port location, port size, and other critical dimensions. 4.0 WARRANTY 4.1 All items shall be covered by a minimum 1-year warranty on all parts, labor, and workmanship from factory defects. 5.0 SUBMITTALS Descriptive Materials (brochures, illustrations, drawings, data sheets, manufacturers catalog cut sheets, specifications sheets, warranty, detailed maintenance specifications, etc...), must be submitted for each quote mark or Equal quote mark offer. These submittals shall be sufficiently complete as to allow the Contracting Officer to determine, without discussion with the offerer, whether the products being offered meet or exceed the products being requested in all regards. 6.0 OPERATION AND MAINTENANCE MANUALS 6.1 One (1) complete hardcopies and one (1) electronic copy of the Operation and Maintenance Manual shall be provided. Additional electronic copies shall be provided if any changes are made by the manufacturer. 6.2 The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, warranty of the equipment, and a list of recommended spare parts. The maintenance specification will include a timeline of recommended inspections and repairs based on the product lifecycle, i.e. quarterly, annual, 5-year etc... 6.3 They shall also include As-Built drawings showing all system components and part numbers. 6.4 Any information pertaining to models or components not supplied under this contract shall be crossed out. 6.5 Also included shall be the name, phone and fax numbers, and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased. 6.6 The following identification shall be inscribed on the covers: OPERATING AND MAINTENANCE INSTRUCTIONS Contract name LOWER GRANITE DAM Name of the Contractor Contract Number 7.0 SHIPMENT AND DELIVERY 7.1 All items shall be delivered FOB destination to Lower Granite Lock and Dam within twelve (6) weeks of contract award. 7.2 The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Lock and Dam. 7.3 No shipments are allowed other than normal business hours of Monday through Thursday 7:00 a.m. - 4:00 p.m., excluding Federal holidays. 7.4 All shipments shall be delivered to: US Army Corps of Engineers Lower Granite Lock and Dam 885 Almota Ferry Road Pomeroy, WA 99347-9632
