Description
PDF of Notice of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Agency for Healthcare Research and Quality (AHRQ), intends to sole source to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418 AHRQ seeks to join the National Academy of Sciences' Institute of Medicine (NAS/IOM) Roundtable on Health Literacy, which has been operated by the NAS/IOM since 2006. The Roundtable's mission is to advance the field of health literacy by translating research findings to practical strategies that can be implemented. To achieve its mission, the Roundtable discusses challenges facing health literacy practice and research, and identifies approaches to promote health literacy through mechanisms and partnerships in both the public and private sectors. The Roundtable holds public workshops and meetings of members, and the NAS/IOM publishes the proceedings of workshops. The Roundtable consists of 23 key organizations, including several HHS operating divisions, which have designated the NAS/IOM Roundtable on Health Literacy as one of their vehicles for advancing health literacy. The NAS/IOM is uniquely qualified to provide this service because there is only one NAS/IOM Roundtable on Health Literacy. Unique features of the Roundtable include the following: • Members of the NAS/IOM Health Literacy Roundtable have already committed to the NAS/IOM Health Literacy Roundtable as the means for joining together with other stakeholders. They would not replicate their efforts or undermine the work they have accomplished by participating in meetings that have the same purpose as the NAS/IOM Health Literacy Roundtable or that would otherwise compete with the NAS/IOM Health Literacy Roundtable. The members of the NAS/IOM Health Literacy Roundtable represent a unique set of critical players in the health literacy field that could not be duplicated. They are the key stakeholders in the public and private sectors that have the authority and capacity to have an impact on health literacy in the United States. Any attempt to replicate the NAS/IOM Health Literacy Roundtable without these stakeholders' participation would be doomed to failure. • The NAS/IOM Health Literacy Roundtable builds upon the work it has accomplished over the past five years. The NAS/IOM Health Literacy Roundtable has held a series of meetings and workshops on a variety of health literacy topics, including health literacy measurement, health literacy and health information technology, prescription medication labels, health literacy and organizational change, informed consent with low-literacy populations, health literacy and health care reform, and innovations in health literacy. Each workshop or meeting takes the information already gathered and uses that as a framework and basis for planning meetings and workshops. Meetings and workshops undertaken independently would undoubtedly be duplicative and leave gaps in the knowledge development process. • The NAS/IOM is recognized as a neutral convener and has a unique position as a leader in the field of health literacy. In 2004 the NAS/IOM published the landmark report, "Health Literacy: A Prescription to End Confusion." The NAS/IOM Health Literacy Roundtable continues the work begun with this report in raising awareness of the problem and identifying actions to address it. A wide range of constituencies, including health plans, provider and consumer groups, look to the NAS/IOM for further direction in the health literacy field. As a result, workshop and meeting proceedings carry more weight and have a greater impact than similar work issued by another organization. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services AHRQ is seeking in this proposed acquisition.
