AFSM Camera and PC Specification AFSM Camera Modernization Sources Sought - Request for Information The U.S. Postal Service (USPS) is considering new technology sources to replace the existing, end-of-life, image capture and image processing equipment (OCR technology) on the Automated Flat Sorting Machine (AFSM). The anticipated contract for the work to be performed under this request for information (RFI) is an Indefinite Delivery/Indefinite Quantity (IDIQ) type agreement. The IDIQ is expected to have a minimum of one hundred and fifty (150) AFSM systems and a maximum of approximately five hundred (500) AFSM systems updated with new technology. The deployment of the AFSM represented a significant milestone in the Postal Service's ability to efficiently increase the volume of flats sorted to the carrier route, thereby reducing the manual distribution requirements in processing facilities and in delivery units. Currently, the USPS has approximately 511 AFSM systems in service. Because the AFSM continues to process more flat mail than any other distribution platform, we have continued to seek operational and efficiency improvements. One of these improvements includes upgrading the current OCR technology which consists of an image capture device (camera) and image processing computers. The camera is known as the Accusort AV 1222 Flat Scanner Camera. The image processing computer systems were developed by Siemens and Datalogic (Accusort). This announcement is for identifying sources of potential replacements for the AFSM OCR technology. Suitable sources will include a form, fit and functional equivalent or an easily supportable solution using existing standards for digital image transfers and computer image processing technology. The USPS will consider the following scenarios for OCR technology upgrades: 1. Camera Only, only AFSM systems co-located with Flats Sequencing Systems (FSS) 2. Camera Only, all AFSM systems 3. Camera and image processing computers, only AFSM systems co-located with FSS 4. Camera and image processing computers, all AFSM systems Offers must be prepared to provide a full logistical support data package for this technology upgrade material. The objective of this notice is to gather information from current sources that can meet requirements specified herein and in the Attachment (AFSM Modernization ATTACHMENT). This is a request for information only and is not a solicitation to purchase equipment or services. The Postal Service may use information gathered through this announcement to pre-qualify sources for the opportunity to submit a proposal in response to any future solicitation(s). This announcement initiates market research and product identification for application for AFSM OCR technology upgrades. The AFSM OCR technology upgrade is envisioned as an integrated form, fit and functional system which will have supplier support for a minimum of 10 years. Pre-qualification Evaluation Criteria Potential sources seeking consideration must address the following: 1. Performance Capability: Provide information demonstrating that your company has the necessary organization, experience, operational controls and other technical skills necessary to ensure superior performance and fulfillment of system requirements. The supplier shall document a minimum of five (5) years of experience in operating and manufacture of optical automation equipment or instrumentation. Supplier shall furnish information including in-house resources, sub-contractors, or sources of material providers to comply with these requirements. Experience in performing government contracts, particularly Postal Service contracts, will be considered favorably. 2. Current and Past Performance: Document a minimum of three (3) years of experience in optical projects of medium ($2 million), or larger, size and scope. Provide no fewer than three (3) references addressing relevant past performance and experience performing work of comparable scope, complexity and relevance to the pre-qualification requirements. 3. Integration Capability: Demonstrate your ability to integrate Supply Chain functions including, but not limited to: a. Procurement Operations b. Demonstrated Bill of Material accuracy c. Production Inventory Control methods and accuracy d. Warehouse Inventory Accuracy e. Shipping and Delivery Accuracy and On-Time Performance 4. Quality Systems: Document your quality control system, including quality controls on subcontractors, if applicable. Describe your quality assurance process. Elaborate on your ISO-9000 compliance. 5. Financial Responsibility: Supplier must provide sufficient information that a positive determination can be made that they have sufficient resources/operating capital to ensure successful contract performance. Financial information shall be current within 60 days of submittal and include the following as a minimum: a. Certified defined balance sheet b. Profit and loss statement Additionally, USPS seeks Rough Order of Magnitude (ROM) pricing information for each of the upgrade scenarios described above. This information is for budgetary planning purposes only and will not be included as pre-qualification criteria. This notice is provided to seek information and identify potential sources that currently have demonstrated image capture and image processing equipment (OCR Technology) and use, the engineering resources available, and the manufacturing capability to meet the expected quantity and schedule. The USPS may request additional discussions relating to a responding supplier's design, capabilities, and qualifications to manufacture production quantities of the proposed system. The USPS reserves its right to assess all information received for purposes of establishing its sourcing approach for any AFSM Camera Modernization program. Suppliers interested in responding to this announcement must send one (1) hard copy and one (1) soft copy of their contact information with a technical summary sufficient in detail to describe their available technology and address the pre-qualification evaluation criteria.
