Description
MEETING WITH INDUSTRY ANNOUNCEMENT This is an UNRESTRICTED procurement. Interested firms are invited to attend the Webinar with Industry on Thursday, 14 May 2015 at 10:00am PST. Firms that will like to participate in the Webinar meeting are required to RSVP your attendance to Michael Grasso, Contract Specialist via email: Michael.I.Grasso@usace.army.mil by COB 13 May 2015. Further details will be provided upon receipt of RSVP (web address and logging information). The purpose of this meeting is to discuss the proposed contract scope, and have open communication on methods to accomplish this work along with Government assumptions.. Synopsis The US Army Corps of Engineers, Portland District, is seeking input from Industry on the feasibility of construction for facets of The Dalles Auxilliary Water Supply Backup System construction which involves concrete demolition, fabrication of penstock pipe, dewatering, diving, underwater concrete placement, large crane use, Precast blocks, concrete core drilling, concrete cutting, rock excavation and In-Water-Work windows and working in a river channel with water velocitiy. Input sought will be used to improve the plans and specifications for constructability, and efficiencies to consider while meeting the on-site logistical constraints and In-Water-Work windows. Construction Questions The Corps is currently considering precast blocks anchored to the existing Dam face with guide slots for a steel cofferdam to perform dewatering. The dewatering method involves underwater concrete placement, placement of precast concrete blocks, underwater grouting, with embedded bulkhead guides to tight tolerances in a short In-Water-Work window(Dec. 1st - End Feb.). Questions: 1.Would the contractor be fabricating the precast blocks onsite? 2.What are reasonable fabrication and installation tolerances for vertical and horizontal placement between precast blocks, the underwater concrete slab, and bulkhead guides? 3.Provide information on concerns with diving for foundation prep, underwater concrete placement, and precast block installation. Assuming water velocities are up to 2 knots. 4.How long would it take to clean, place reinforcement and place the underwater concrete slab? 5.How would you install the 132 ton precast blocks for dewatering? 6.How long would it take to install precast blocks, grout and seal the joints, and install the cofferdam bulkheads for dewatering? 7.Are there any concerns with core drilling, installation, and /or grouting concerns with the vertical beam anchor between the dam and the precast units? What is the expected drift of the vertical holes? 8.Are there any rock excavation concerns? If activities such as trench line drilling and rock excavation are limited to the In Water Work period of 1 DEC to 28 FEB. 9.Currently, the dual 7 foot diameter penstock pipe fabrication is scheduled to be performed over a 2.5 month period. What is needed to make this possible? What is the expected lead time to have 7' diameter pipe fabricated? 10.What is the maximum acceptable cofferdam leak that can be pumped? 11.What features of work do you anticipate being performed outside of the IWW windows? 12.Are there concerns over work access? We must be able to maintain operational access through and across the project at all times. 13.Are there concerns maintaining uninterrupted water and sewer for approximately 120 employees while utilities are being disconnected/relocated to accommodate the 10 ft pipe? This webinar with industry announcement is a tool to identify the feasibility to accomplish the work and is for information/market research purposes only.
