- Statement of Work NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to the authority of FAR 13.106-1(a)(2)(b), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with Teledyne RD Instruments, Inc. doing business as Teledyne Oceanscience 2245 Camino Vida Roble Suite 100 Carlsbad California 92011, for the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), who has a requirement for an autonomous survey vessel for NOAA Ship THOMAS JEFFERSON. These specifications describe the requirements for an Autonomous Survey Vessel (ASV) to be used on the surface for inshore echo sounding and point feature location and identification. The ASV will be run in line‐steering mode to run pre‐planned survey lines and in remote control mode for docking and retrieval on a ship or small boat and close work in conjunction with a small boat. The ASV will be deployed and recovered from the ship and small boat. The ASV position, camera, and survey outputs will be monitored remotely by the ship or small boat via long range wifi network connection. Responses to this notice must be provided within seven (7) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 11:00 A.M. EST, May 12, 2015.
