- The Bureau of Reclamation (Reclamation), Potholes Supplemental Feed Route Project (Project) has a need for a two-year contract for Relocation Assistance (RA) services for three separate relocations located at Moses Lake, Grant County, Washington, as a result of the above Project. Reclamation's primary need is Relocation Assistance services for one business relocation which also includes three residential relocations and two additional and separate residential relocations. The contractor will be expected to complete the work in accordance with Public Law 91-646, the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act), Federal and State laws and regulations, and the BOR Directives and Standards and guidelines. The period of performance is estimated as follows: On or about: Base Year: 6 July 2015 to 5 July 2016 Option Year One: 6 July 2016 to 5 July 2017 This acquisition has been determined to be a Commercial Item/Service as defined in Federal Acquisition Regulation (FAR) Part 2-Definitions, and will be procured in accordance FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The resultant contract will be a firm fixed-price service contract. The solicitation is issued as a competitive Small Business Set-Aside. The NAICS code is 624229 Other Community Housing Services and the applicable size standard is $11.0 million. The Government will make an award to the contractor whose quote is considered to be lowest price technically acceptable. Price quotes will be evaluated for reasonableness by comparing proposed prices received in response to the solicitation and to the Independent Government Estimate (IGE). The solicitation will be issued electronically on or about 5 May 2015 at the following site: https://www.fbo.gov/. Solicitation number is R15PS00927. Quotes will be evaluated based upon the criteria stated in the solicitation. Prospective vendors must be registered in the System for Award Management (www.sam.gov) prior to the award of the contract and must have NAICS code 624229 registered within their companies profile on SAM.
