- Combined Synopsis/Solicitation for the Pharmacy Monitoring System Software upgrade, Maintenance, Service and Validations including the Statement of Work and details of the requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation is being issued using simplified acquisition procedures under the authority of FAR 13.5 Test Program for Certain Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81, effective April, 2015. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size standard of 500 employees. This acquisition is set-aside for small business only under the authority of FAR part 19.502-2(b). All cGMP monitoring system manufacturers, service and repair contractors operating as small businesses are encouraged to provide a quotation/offer. The National Institute of Health, Office of Purchasing and Contracts, is seeking to upgrade the current REES monitoring system with a Brand Name or Equal Software System which constantly monitors temperatures of medication refrigerators, freezers, room temperature, room humidity, pressure differentials and particulate levels in the Pharmaceutical Development Section of the Pharmacy Department, National Institutes of Health, Clinical Center. A maintenance/validation agreement will be included for a 12 month base Period and four(4) 12 month Options to extend the contract for the maintenance and repair, as needed, of our current REES monitoring system.
