- The Department of Veterans Affairs, VISN 17 Network Contracting Activity, intends to award a sole source, firm fixed price contract with UTSW Medical Center 6363 Forest Park Suite 1000, Dallas Texas 75235-889 for a Laser Safety Officer services. Location is the Dallas Veterans Health Care System 4500 S. Lancaster Rd. Dallas, Texas 75216-7167. NAICS 541620 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The required services required is a part-time (.15 to.25 FTE) Laser Safety Officer to monitor and enforce the control on laser hazards and to conduct the knowledgeable evaluation and control of laser hazards at the VA North Texas Heath Care System (VANTHCS), at 4500 S. Lancaster Rd, Dallas, TX, 75216. The hours worked will generally be during administrative hours, Monday through Friday, 8:00 a.m. through 4:30 p.m. The contract employee will not be required to have on-call duty. Work on holidays observed by the Federal Government, after hours and weekends may be required in emergent situations. Performances of services may occur at the University of Texas Southwestern Medical Center at Dallas (UTSW) when directly benefiting VANTHCS resident and staff attending physicians. The target Period of Performance is: June 1, 2015 - May 31, 2016, with 4 Option Periods to extend for services through 2020, based upon VA's requirements, contractor's performance and the availability of funding. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Vinicky.ervin@va.gov no later than May 29, 2015, 12pm CDT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
