- This FBO posting is a DRAFT Request for Proposal (RFP) for Medical Simulation Support Services (MS3) OVERVIEW The U.S. Army Product Manager Medical Simulation (PM MedSim) provides medical simulation support materiel and software licenses in support of medical simulation-based training. The MS3 includes the services for the procurement, receiving, kitting and shipping of materiel and software licenses required to conduct medical simulation-based training. It is expected that the services provided under the MS3 contract will utilize the Just-In-Time approach. The MS3 contract will acquire the services for the procurement, receiving, kitting, and shipping of simulation support materiel and software licenses in support of medical training requirements. PM MedSim's intent is to award a multiple award IDIQ contract to the best qualified Contractors possessing the business practices and capabilities which meet or exceed the requirements in increasing responsiveness and flexibility relative to customer needs. This will include the overall management of procurement capabilities, receiving, kitting and delivery of simulation support materiel and software licenses, and shipping capabilities. Each DO/TO will contain specific requirements at time of issue, therefore, a definite list of medical equipment and supplies for the MS3 will not be available at ID/IQ contract award. The MS3 contract will rely on a Just-In-Time methodology for the execution of the services provided by the contract. NOTICE OF INTENT This effort will be solicited as a 100% small business-set-aside under NAICS Code 488991. The resultant MS3 will be a mutiple award IDIQ contract consisting of a base and four year options. Per this decision, any firm desiring to participate as a prime contractor in this solicitation must be recognized as a Small Business Concern under NAICS Code 488991, in accordance with FAR 19.301. For those interested Small Businesses, please familiarize yourself, if you have not already, with the Limitations on Subcontracting requirements under FAR 52.219-14. QUESTIONS All questions, comments and concerns regarding the MS3 DRAFT RFP are to be addressed to the primary POC, Leslie Dobson, with the Alternate POC, Maria Cotto identified below. Questions, comments and concerns are to be submitted no later than 3PM, May 18, 2015 on Attachment 3, MS3 Question_Coment Form. The Government will post a FBO follow response for all questions, comments and concerns submitted before this deadline. Any questions submitted thereafter may not be addressed by the Government. Please consolidate multiple questions, comments and concerns to one Microsoft word file with the RFP # included in the document title. MILESTONES The Government anticipates posting the FINAL RFP on June 12, 2015 for 30 days. The other pertinent milestones will be posted with the release of the final RFP.
