Description
This announcement is not a request for proposals. Contractors shall not submit proposals in response to this notice. Soldier Protection System Torso Extremity Protection-Modular Scalable Vest (SPS TEP MSV) - for Program Executive Office Soldier (PEO Soldier) - Product Manager Soldier Protective Equipment (PM SPE) Proposed Solicitation Number: W91CRB-15-R-0030 Estimated Solicitation Issue Date: On or about 21 MAY 2015 with all documents, attachments and amendments posted at the FedBizOpps website located at the following address: https://www.fbo.gov. No hard copies of the RFP will be issued. All respondents shall be responsible for obtaining the documentation from the website listed above. The Army Contracting Command - Aberdeen Proving Ground is issuing this pre-solicitation notice to announce the intent to issue a solicitation for the SPS TEP MSV. The Government intends to procure this requirement on a restricted procurement partial set-aside with 33% awarded to Small Business using the procedures at Federal Acquisition Regulation (FAR) part 15. The North American Industry Classification System (NAICS) Code for this requirement is 315990 Apparel Accessories and Other Apparel Manufacturing with a size standard of 500 employees. The PEO Soldier PM SPE proposed acquisition will provide MSV as part of the overall SPS TEP system. The MSV is one of four systems which integrates into the SPS TEP and consists of a low profile vest with four soft armor panels (one front, one back, and two side cummerbunds) covered in a camouflage cloth and hook and loop. The soft armor panels can then be inserted into a tactical outer carrier that also accommodates hard armor protective inserts. The tactical outer carrier also contains two side plate pocket that will accommodate soft armor inserts. The outer carrier is made of a flame resistant outer cloth, webbings, hook/loop, polyethylene stiffener, a quad-release system, and several other non-ballistic materials. Offerors must be capable of providing the SPS TEP MSV in accordance with the Product Description. The scope of work includes all procurement and production activities required to manufacture the carrier, soft armor ballistic package, and other materials that constitute the SPS TEP MSV. To meet this immediate requirement, the Government intends to award up to three (3) firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts via a competitive acquisition on a Lowest Price Technically Acceptable (LPTA) basis with one (1) award being set-aside for small business. Delivery orders will be competed in accordance with the fair opportunity procedures at Federal Acquisition Regulations (FAR) 16.505. The contract minimum includes Pre-First Article Testing (FAT) Technical Data Package to be delivered fifteen (15) days after award, FAT and Environmental quantities to be delivered forty-five (45) days after award, and Live Fire Testing/Initial Operational Testing (LFT/IOT) quantities to be delivered thirty (30) days after FAT Approval or no later than January 13, 2016. The contract maximum will be for a combined total of up to thirty-six thousand two hundred and seven (36,207) systems across all resulting awards.
