Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number for this requirement is W91ZLK-15-T-0171. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-81, effective 10 April 2015. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This requirement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North America Industry Classification System (NAICS) Code is 811219 and the Business Size Standard is $20.5 million. The Government contemplates award of a Firm-Fixed Price (FFP) purchase order. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13.5, Test Program for Certain Commercial Items. Proposals shall be evaluated using the Lowest Price Technically Acceptable (LPTA) selection process. Description of Requirement: This is a non-personal services contract to provide repair and calibration services as well as software updates to the equipment listed in the Performance Work Statement (PWS), Attachment 1. The contractor shall perform all maintenance and repairs necessary to keep the units in the original equipment manufacturers (OEM) operating condition, to ensure operation within the manufacturer's standard product specifications as determined by the OEM's service manuals. Please see the attached PWS, Attachment 1 for further details as well as the equipment list. The Government shall not exercise any supervision or control over the contract service provider performing the services. The contractor shall provide all personal, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide the required services for Government owned instruments. Instructions to Offerors: Offerors shall submit price proposals in accordance with the CLIN structure below. Please see the attached Instructions of Offerors for further details on proposal requirements. Partial quotes will not be evaluated by the Government. Award will be made on the basis of the lowest evaluated price proposal meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. CLIN 0001 Repair Services, Calibration, & Software Updates The contractor shall provide hardware repair, updates to hardware and software, and calibration of Pacific Instruments 5800-series data acquisition systems. The equipment shall be shipped to the contractor's facilities for service. The anticipated period of performance is 8 months. CLIN 0002 Accounting for Contract Services Cost for Providing Accounting for Contract Services - APG 5152.237-490, Accounting for Contract Services Requirement, has been added to the Performance Work Statement, and the Contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract. The cost, if any, for providing this data shall be submitted with the proposal and identified by the subject CLIN number. If no direct cost is associated with providing the data, please identify this CLIN as quote mark No Cost quote mark.
