- This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Norfolk VA, intends to issue a multiple award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract in accordance with FAR Part 15 procedures, to obtain non-personal Husbanding Services for U.S. Ships (USS) and U.S. Naval Ships, to include the Military Sealift Command and United States Coast Guard, visiting non-U.S. Navy ports located along the East Coast Continental United States (ECONUS), running from Maine through Texas, to include all eastern U.S. territories. The solicitation will be issued as a Request for Proposal (RFP) under full and open competition under the following solicitation number: N00189-15-R-0047. The applicable North American Industry Classification System (NAICS) for these requirements is 488310 with a Size Standard of $38.5 million. The corresponding Federal Supply Code (FSC) is R706. The solicitation shall be issued on or around 21 May 2015. Potential offerors are hereby notified that the solicitations and subsequent amendments to the solicitations will only be available by downloading the documents at http://www.neco.navy.mil and http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. By submitting a proposal the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/. A one-year base period and four one-year option periods is anticipated for the resultant contract, including the option to extend services in accordance with FAR clause 52.217-8.
