- Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated firm-fixed price contract or task order under NAICS code 492210 with a small business size standard of $27.5M. The Department of the Navy ™s Naval Medical Center Portsmouth (NMCP) requires contractor support to make routine daily pick-up of medical specimens from the 10 local branch clinics in the Hampton Roads region with delivery to the main hospital located in Portsmouth, Virginia. The anticipated period of performance for an eventual contract, if awarded, is a 12 month base period and four 12 month option periods. Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide qualified personnel to support the NMCP mission in the following functional areas: 1.Transport containers for frozen, refrigerated and ambient specimens 2.Timely transport of collected specimens from clinics to NMCP 3.Be required to maintain appropriate staffing and maintained vehicles 4.Technical assistance and data management 5.Tracking of facility pickup times 6.Be able to communicate with drivers in the event of changes 7.Provide 24 hour customer service 8.Provide onsite training for initial startup. Training required for personnel located within the clinics on packaging and processing of specimens, as well as instructing personnel on customer service 9.Participate in quality assurance programs 10.Provide STAT and Will-Call delivery services as needed 11.Transport of specimen containers and/or supply from NMCP to Clinics and Regional Tricare facilities. In addition, the contractor must also adhere to the following task specific requirements: 1.Must supply all transport containers for specimen requirements 2.The contractor must supply onsite training of its software for tracking and usage of web based data management systems 3.Contractor will be equipped and provide state of the art global tracking of specimen collection. This system will monitor specimen collection site and time of collection at various facilities via proprietary bar coded GPS systems 4.System will be traceable and monitored for onsite delivery times and possible delays 5.Detailed data collection reports available via web based secured client account 6.All electronic transmissions of data must meet all State and Federal regulations, including the data privacy in regards to HIPAA 7.Pick-up and delivery of specimens as indicated by Performance Work Statement (PWS) (Attachment I) Services shall be delivered at the locations indicated in Section 4 of the PWS. Refer to the PWS for additional information. Reponses to this Sources Sought request shall include the following information in this format: 1.Company name, address, point of contact name, phone number, fax number and email address. 2.Contractor and Government Entity (CAGE) Code. 3.If the items can be solicited from a GSA schedule or existing Multiple Award Contract, provide the contract number. 4.Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 5.Capability statement displaying the contractor ™s ability to successfully perform the tasks described in PWS Section 2, 3, and 5. Past performance information may be provided to bolster the contractor ™s capability statement. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 3 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 6.Comments, questions and recommendations regarding contractor tasking detailed in the PWS are encouraged. 7.Include any other supporting documentation deemed necessary. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages, single-spaced, in no less than 12 font size. Responses should be emailed to Mr. David Biggs at david.a.biggs@navy.mil by 2:00 PM ET on 13 May 2015. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any, is issued.
