- Date: April 10, 2015 Description: NOTICE OF INTENT TO AWARD TO A SOLE SOURCE Solicitation#: Under the authority of FAR 13.106-1(b) (1) (i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." This notice of intent is not a request for proposals or quotes; however, all interested and responsible sources may identify their interest and capability to respond to the requirement or submit a quotation and technical capabilities, no later than [April 20, 2015]. All responses received within fifteen days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract award based upon responses to this notice is solely within the discretion of the Government. The Department of Veterans Affairs (VA) Acquisition Business Service (ABS) intends to award a Firm-Fixed Price (FFP) single source award to: Ursa Navigation Solutions, Inc. 616 Innovation Drive, Chesapeake, VA 23320-3826. The North American Industry Classification System is 541512 for this requirement with a size standard of $27.5M CLIN ITEM 001 Technical Support for TRIM Context Document Management System Maintenance agreement with Tower Software for support of its TRIM Context Document Management System. While active, the agreement covered technical support, and help desk services during regular business hours, software upgrades and installation as they become available, and a free pass to the informative TRIM User Forums. In 2008, Tower Software was acquired by the Hewlett-Packard Corporation (HP), effectively ending this agreement. The support and service provided by Tower Software was part of a standard software maintenance agreement and did not extend to on-site technical services. In 2011, OMI entered into an agreement with UrsaNav, Inc., an HP business partner with TRIM-certified consultants that continued the basic maintenance of the software and furnished on-site technical services to cover the upgrade of the TRIM server, and to take advantage of key new features in HP's TRIM Version 7.
