- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Marine Applied Research Center to produce downscaled 4- km projections of future bleaching scenarios for the Pacific Islands region using the most recent Intergovernmental Panel on Climate Change (IPCC) Climate Model Interpolation Phase-5 (CMIP5) climate models used in the IPCCs 5th Assessment Report (AR5). Projections from Representative Concentration Pathways (RCP) 8.5 and 4.5 will be produced for all coral reef ecosystems in the Pacific Islands. The objective of this project is to produce a novel, one-of-a-kind data set of future climate-related threats to coral reef ecosystems in the Pacific. Specifically, this work will produce downscaled 4-km data from an ensemble of the state-of-art climate models (IPCC CMIP5) of future (present - 2100) thermal stress on coral reefs. Existing known thresholds of coral bleaching will be incorporated enabling projections of the timing and onset of regular, severe bleaching across the Pacific. This information directly supports Pacific Island Fisheries Science Center's (PIFSC's) Kona Integrated Ecosystem Assessment Program (Kona IEA), as assessing future ecosystem threats is foundational to the IEA process. The results will be presented in the Kona IEA Ecosystem Trends and Status Report to be completed this year. The information will also be valuable for other management agencies. The data can be used to support vulnerability assessments for corals, which are Essential Fish Habitat (EFH) for a majority (17 of 20) of Currently Harvested Coral Reef Fish Taxa managed by the Western Pacific Regional Fishery Management Council. Dr. Jeffrey Maynard of Marine Applied Research Center have published a method for statistically downscaled climate model projections of future bleaching scenarios for coral reef ecosystems at a 4-km spatial scale. Dr. Maynard of Marine Applied Research Center was the awardee of a Pacific Islands Climate Change Cooperative (IPCC) grant that resulted in his team producing the world's most up- to-date climate model projections of increased temperatures and ocean acidification in coral reef areas. The work he led and coordinated resulted in the first interactive tool (for any ecosystem) that makes IPCC climate model projections publicly accessible. The interactive tool his team developed is on a NOAA website and was accessed by >1500 people during the first year of its release. Dr. Maynard has 10+ years of experience as an applied research scientist working specifically in the area of informing coral reef management decision-making using climate and ecological models and decision-support frameworks. There are currently no other interactive tools sharing climate model projections for coral reef areas other than that produced by Dr. Maynard and his team. The unique methodological approach for statistically downscaling IPCC CMIP5 climate model outputs is the only method currently available or accepted by the scientific community. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Marine Applied Research Center can complete the work and provide the deliverables under this contract. However, interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name and information to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
