- The Naval Sea Systems Command intends to issue a Request for Proposal (RFP) to Huntington Ingalls Incorporated (Ingalls Shipbuilding), 1000 Access Road, Pascagoula, MS 39568, under the LHA 7 Detail Design and Construction contract N00024-10-C-2229 for emergent work to support the LHA(R) Amphibious Assault Ship program. This effort includes, but is not limited to planning, pulling, packaging, and shipping material identified during construction of LHA 7 as an urgent fleet requirement for the LHA(R) Amphibious Assault Ship program. For the requirement synopsized herein, Ingalls Shipbuilding is the only U.S. shipyard with the detailed knowledge of and familiarity with the specialized and critical technical details, designs, configurations, and performance characteristics of all LHA(R) Flight 0 ships. The contract modification will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract.
