Description

The purpose of this Request for Offer is to seek competent and qualified contractors to furnish all labor, materials, equipment, transportation, insurance, notifications, license, permits, fees and supervision necessary to Design and Fabricate a 12 ™ wide x 16 ™ long x 9 ™ high- metal, factory assembled, self-contained, and portable shelter in support of San Diego Runway 9 Glide Slope in accordance with the specifications, contract clauses, terms, and conditions. Note the specific requirements as detailed in the Statement of Work and drawings. This is a Tiered Solicitation. First consideration will be given to (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified in the SIR. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made. All contractors desiring an interpretation or clarification of the specifications, drawings, contract terms and conditions, etc., must make the request via e-mail to deana.galloway@faa.gov. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. The requestor shall provide a company name, point-of-contact name, address and telephone number; as well as a return e-mail address. The Contracting Officer is the only person authorized to make clarifications, interpretations, or changes to this solicitation. OFFERS ARE DUE BY 11:00 A.M. PACIFIC TIME (PT), May 20, 2015. THIS IS A REQUEST FOR OFFERS, NO FORMAL BID OPENING WILL OCCUR AND RESULTS WILL NOT BE AVAILABLE BY TELEPHONE. DO NOT CALL FOR RESULTS. ESTIMATED DOLLAR AMOUNT OF THIS REQUIREMENTS IS BETWEEN $50,000 AND $100,000. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
