- Attachment A Attachment F Attachment E Attachment D Attachment C Attachment B DTS VI- RFP HSCECR-15-R-00001 Immigration and Customs Enforcement (ICE) is currently soliciting proposals to obtain Detainee Telephone Services VI (DTS-VI). The Detainee Telephone Service will provide a pro bono telephone network for 22,000 detainees housed at Contract Detention Facilities (CDF), ICE-owned Service Processing Centers (SPC), state and local facilities operating under intergovernmental service agreements (IGSA), and under seventy-two hour holding facilities. For contractual purposes, "Primary Facilities" will include SPCs, CDFs and designated IGSAs; "Secondary Facilities" will include IGSAs, and "Tertiary Facilities" will include holding facilities. The DTS calling services will include pro bono, intrastate and interstate debit, collect and pre-paid collect, and debit international calls for detainees housed at approximately twenty-one (21) Primary Facilities, as well as pro bono service at approximately two-hundred (200) Secondary Facilities, and pro bono, intrastate and interstate collect, and debit calls at approximately sixty-four (64) Tertiary Facilities. ICE reserves the right to add or delete facilities as needed. The contractor is responsible for installing, maintaining, and repairing the telephone system, and ensuring required service is provided via the pro bono network at all times. In addition, the contractor is responsible for tracking and reporting all service activity to ICE. The pro bono platform shall be provided at all ICE locations at no cost to ICE or the detainees. The contractor will be given the exclusive right to the sale of all calls made at Primary Facilities and Tertiary Facilities. Revenue generated at Primary Facilities, and Tertiary Facilities will be the sole source of revenue to the awardee. This is the only revenue the contractor will receive and all revenue shall be reported to ICE. The facilities do not allow incoming calls and no call volume is guaranteed. Third party revenue sharing agreements to aide in the sale of debit cards are prohibited. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), intends to award an Indefinite Delivery Indefinite Quantity Fixed Price contract for this effort using FAR Part 15 procedures. The anticipated award date is July 13, 2015.
