***DUE TO SYSTEM ISSUES SPE7M415R0009 HAD TO BE CANCELLED AND RESOLICITED UNDER SPE7M415R0019*** NSN(s): 4710-01-551-2896 Item Description: TUBE ASSEMBLY, METAL Approved sources are: UNITED TECHNOLOGIES CORPORATION (CAGE 7745) P/N 4081849-01 E.A. PATTEN CO. (CAGE 05819) P/N 4081849-01. Quantity: 500 Unit of Issue: EA Destination Information: FOB Origin to DLA stock locations Delivery Schedule: 483 days after award. Phased deliveries will be considered. All responsible sources may submit an offer/quote which shall be considered. The subject requirement is for acquisition of 4710-01-551-2896. The requirement will result in an award of a Firm Fixed price contract. The solicitation will be available in DIBBS on or about 30 April 2012 at http://dibbs.dscc.dla.mil. The AMSC code of 1C implies that parts procured under this NSN are candidates for other than full and open competition under the sole source provision. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, and past performance proposals evaluation factors as described in the solicitation. The QCC for this NSN is KBA. This solicitation will be issued as a 50% small business set-aside due to the part being available from one large manufacturer and one small manufacturer. Offerors are required to submit proposed firm fixed prices only for the non-set-aside portion (50%). The solicitation for the supplies covered by referenced purchase request(s) will include a 100% option, which may be exercised at time of award should the set-aside portion fail. The non-set-aside quantity is 250 each. See Note(s): 8. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. One or more of the items under this acquisition may be subject to an Agreement on Government procurements approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. 13. The proposed contract is restricted to domestic sources under the authority of FAR 6.302-3. Accordingly, foreign sources, except Canadian sources, are not eligible for award. 23. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
