- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The contractor shall furnish all parts, material, labor, equipment and supervision necessary to complete the work for Building 20201 JNWC Fiber Expansion & HVACA. Equipment coloration and requirements. 1. Fiber used for this expansion project shall match the existing network, where applicable. New network capability fiber shall be gray and be used consistently throughout the project. 2. If a non-prohibited color of fiber is unavailable, fiber lines shall be individually taped every 5 feet with a non-prohibited color. 3. Wall panels shall be colored the same as the fiber cables or tape, with the exclusion of Network 5 wall panels. Spray-paint coloring is acceptable. In the event coloring the entire wall panel is unfeasible, coloring of the containing box shall be sufficient. 4. This coloration shall be the same for all fiber and wall panels for the project unless explicitly specified otherwise. 5. All cable will be plenum rated. 6. Drops will be surface mount with quote mark inch conduit and is acceptable to be installed with the new and existing fiber cable in place. 7. Fiber patch panel charts shall be updated with the new and existing cables. 8. Label new and existing fiber face plates/panels in the basement of bldg. 20201 to correlate new/updated cable charts. 9. All fiber ports are duplex (two-strand fiber) throughout the SOW. 10. Test the new fiber connectivity using a fiber power meter. 11. Add cable run J-hooks, where applicable, for fiber expansion. 12. Install 1 quote mark conduit sleeves and pack with sound-resistant foam for wall penetrations between the hallway cable runs and B5, B8, B9, B14, and B15. 13. Install two pole 20amp breakers to provide a minimum of two new circuits to the B8 NW & SW cubicles. 14. Install industry-standard HVAC duct components (balancing dampers, averaging systems, transfer grills, etc.) to air balance the entire facility's air conditioning system. B.Modify room B-4. 1. Contractor will install four LC fiber ports (8 strands) in one wall panel according to the attached diagram (Network 5 - orange color fiber). i. Contractor will connect duplex fiber ports to new patch panel located in room B-16. 2.Contractor will install four LC fiber ports (8 strands) in one wall panel according to the attached diagram (Network 3 - yellow color fiber and panel). i.Contractor will connect duplex fiber ports to new patch panel located in room B-16. 3.Contractor will install four LC fiber ports (8 strands) in one wall panel according to the attached diagram (Network 4 - purple color panel). i.Contractor will connect duplex fiber ports (8 strands) to the patch panel located in room B-16. 4.Label all wall panels (new and existing) to correlate with patch panels charts. C.Modify room B-8. 1. Contractor will install four LC fiber ports into two (2) wall panels according to the attached diagram (Network 5 - orange color fiber). i. Contractor will connect duplex fiber ports to new patch panel located in room B-16. 2.Contractor will install four LC fiber ports (8 strands) in two (2) wall panels according to the attached diagram (Network 3 - yellow color fiber and panel). i. Contractor will connect duplex fiber ports to new patch panel located in room B-16. 3.Contractor will install four LC fiber ports (8 strands) in one wall panel according to the attached diagram (Network 4 - purple color panel). i. Contractor will connect duplex fiber ports to new patch panel located in room B-16. 4.Label all wall panels (new and existing) to correlate with patch panels charts. 5.Power. The four west side cubicles are connected to Power Panel OQ, Circuit Breaker #10, 15-amp, located in room B6. i.Contractor will install a second 20-amp circuit for the existing 110VAC wall outlets that currently support the two NW cubicles and upgrade the wiring, if applicable. ii. Contractor will convert the existing #10 15-amp breaker to a 20-amp breaker supporting the two SW cubicles and upgrade the wiring, if applicable. 6.Air conditioning. Contractor will reallocate any quote mark excess quote mark cooling from basement air handler during the diffuser balancing process into B8 for equipment cooling. D.Modify room B-9. 1. Contractor will install four LC fiber ports (8 strands) in one wall panel according to the attached diagram (Network 4 - purple color fiber and panel). i. Contractor will connect duplex fiber ports to new patch panel located in room B-16. 2. Contractor will install four ST fiber ports (8 strands) in one wall panel according to the attached diagram (Network 1 - gray color fiber and panel). i.Contractor will place the ST-terminated duplex fiber ports in the B16 communications rack with 4 meter coiled slack. 3.Label all wall panels (new and existing) to correlate with patch panels charts. E.Modify room B-14. 1.Contractor will install four LC fiber ports (8 strands) in one wall panel according to the attached diagram (Network 3 - yellow color fiber and panel). i.Contractor will connect duplex fiber ports to new patch panel located in room B-16. 2.Label all wall panels (new and existing) to correlate with patch panels charts. F.Modify room B-15. 1.Contractor will install four ST fiber ports (8 strands) in one wall panel according to the attached diagram (Network 1 - gray color fiber and panel). i.Contractor will place the LC-terminated duplex fiber ports in the B16 communications rack with 4 meter coiled slack. 2.Label all wall panels (new and existing) to correlate with patch panels charts. G.Modify room B-16. 1.Contractor shall label the Network 1 gray fiber and place coiled in 4 meter lengths within the communications rack. i.ST-terminated fiber for B9 lines. ii.LC-terminated fiber for B15 lines. 2.Contractor shall install a new Network 4 fiber patch panel allowing for 25% expansion according to the attached diagram (select a logical rack position). 3.Contractor shall install a new Network 5 fiber patch panel allowing for 25% expansion according to the attached diagram (select a logical rack position). 4.Label all wall panels (new and existing) to correlate with patch panels charts. H.Add Hallway Wall Panel. 1.Contractor will install four LC fiber ports (8 strands) in one wall panel in the hallway outside of B2 according to the attached diagram (Network 3 - yellow color fiber and panel). 2.Contractor will connect duplex fiber ports to new patch panel located in room B-16. 3.Label all wall panels (new and existing) to correlate with patch panels charts.
