Description
Combined Synopsis/Solicitation FY15-008 Camp Arifjan Electrical BOM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation W912BU-15-R-0015 is issued as a Request for Proposal (RFP). The Government contemplates awarding a Firm-Fixed-Price commercial contract. The Government intends to make an award without discussions. Therefore, proposals shall reflect the best and final offer. Evaluation of Offers: Award will be made to the responsible offeror with the lowest price proposal that: is a reasonable total prices; includes pricing or quote mark no charge quote mark for each CLIN; and complies with the attached scope of work, including the delivery terms. Tradeoffs will not be considered. Late proposals will not be considered. The requirements are described in the attached: quote mark FY15-008 BOM Supply SOW 3.13.15.docx quote mark. Delivery and acceptance shall be FOB Destination to the security gate at Camp Arifjan, Kuwait. Offerors are encouraged to submit proposals prior to the closing date. AMD-03 (30 April 2015): Responses/Clarifications to RFIs 1. Question: Specify the needed dimensions for the Schneider panels. Answer: These panels are for future projects, so dimensions of the panel is not an issue since we can tailor our designs around them. No panels will be considered outside of the scope based upon their size. 2. Question: quote mark Provide the short breaking capacity for the circuit breakers in order to be able to select the appropriate products. quote mark Answer: No less than 10kA Short Circuit Interrupting Capacity is required for all breakers. 3. Question: quote mark Please confirm that UL standards are required for the Electrical Equipment listed in the BOM spreadsheet please confirm which specific standards apply to each type of equipment. quote mark Answer: Material and installation shall be in accordance with the latest revision of the following codes, standards, and specifications, except where more stringent requirements have been specified herein: a) National Electrical Code (NEC) b) National Electrical Manufacturers Association (NEMA) c) Underwriters Laboratories (UL) d) American National Standard Institute (ANSI) 4. Question: quote mark Please confirm which specific standards apply to each type of equipment. quote mark Answer: Offerors shall provide equipment that meets or exceeds the quality of the equipment listed on the corresponding web address. If there are questions about a specific item of equipment then please submit an RFI with the specific item and characteristic(s) in question. 5. Question: quote mark Could you provide whether the RMU's are extensible or non-extensible, fused switch or vacuum breaker and how many taps off the ring are required? quote mark Answer: Non-extensible; fused switch in sf6 or vacuum breaker are acceptable as long as they meet or exceed the specification/salient characteristics of the RMU listed in the BOM list; assuming this RFI is referring to high voltage connections, no less than two taps are required; ARRS-12 is the model (or equivalent from a different manufacturer) that is required. AMD-04 (3 May 2015): The proposal due date has been extended to 7 MAY 2015 @ 5pm EST. Offerors are encouraged to submit proposals prior to the closing date. No further RFIs will be accepted. Responses/Clarifications to RFIs 1. Question: For the primary distribution panels (PDP), how many outgoing branches / ways are needed for supply? In other words, how many outputs are required? Answer: Each panel shall have at least one (1) secondary breaker for every 100A of the primary breaker plus two (2) more. Using 3 phase breakers. 2. Question: For the primary distribution panels (PDP), can you confirm the operating frequency of those is 60 Hz? Answer: All equipment for this BOM will be for 50hz use.
