- This modification is to correct the following errors on the pre-solicitation posting: This is a Design/Bid/Build Construction Service for RM 12-3479, Repair Pump well, DD#3, Portsmouth Naval Shipyard, Kittery, Maine This RFP will be issued to obtain contractor qualifications for which a contract, by means of an Invitation to Bid (IFB) procurement, will be awarded. A contract will be awarded to the lowest price qualified offeror.and the solicitation will be issued as N40085-15-B-6109. This project will be subject to the following experience qualifications: SPECIALIZED EXPERIENCE PRE-AWARD QUALIFICATIONS A.PRE-AWARD SURVEY After bid opening, but prior to award, the Government will conduct a pre-award review of the apparent low bidder to determine whether it is capable and qualified to perform the contract. For purposes of conducting the pre-award review, all bidders shall submit with their bid written evidence demonstrating that the bidder, subcontractor or employees of those entities, possess the qualifications and experience specified under paragraph Specialized Experience below. B.SPECIALIZED EXPERIENCE: MINIMUM QUALIFICATIONS OF PRIME CONTRACTOR, SUBCONTRACTORS AND/OR THEIR EMPLOYEES All bidders shall submit with their bid documents, at the time designated for bid opening, the following specific information demonstrating their ability to meet the minimum qualifications set out below. Such information shall include but not be limited to the following: 1.Specify the names of the entity or entities (whether it is the prime contractor (bidding contractor) or one or more subcontractors to the prime contractor) which will perform the work as required by the contract. 2.Documentation demonstrating that the entity or entities and its key personnel (as identified below) performing the category of work indicated has the minimum experience/qualifications set out below: a.The entity or entities which shall perform the work must have successfully completed at least two (2) projects in the past five (5) calendar years in which have included the modification and repair to large marine waterfront structures similar to the nature and complexity of this project as outlined in the project drawings and specifications including installation of sheet piles, marine concrete repair and construction both above and under water, repair of concrete piers, wharves and dry docks, and coordination of outages, repair/replacement, and restoration of service for major electrical and mechanical equipment components and systems. b.The individual(s) who will act as the superintendent for the project must have acted as a superintendent for at least two (2) major projects of a similar nature within the past five (5) years. The superintendent should be an employee of the Prime Contractor; however, if the superintendent is an employee of a subcontractor, submit evidence indicating that such subcontract employee has authority to bind and act on behalf of the Prime Contractor. Note: These qualifications are minimums and the bidder may submit additional relevant information regarding its experience and ability to perform the specialized work required by this contract. 3.For each entity listed above in #2a-b, include a detailed summary which demonstrates that the entity meets the minimum experience/qualifications as set forth above. a.The detailed summary shall include, at a minimum, the following information: (1)The contract name or number, completion dates of the project, the total cost of the project, and the value of the work elements performed by the entity. (2)The names and telephone numbers of the facility or installation for whom the design was performed; and, (3)The name and direct telephone number of a supervisory level point of contact at each facility or installation that has knowledge of the performance of the entity or entities. b.In addition, the following information shall be provided: (1)List of proven installations including location, owner s name, and point of contact, telephone number and date of installation the system was placed into full operation and turned over to the owner. (2)Evidence which demonstrates the entity s ability to complete construction projects as outlined in paragraph 2 a. 4.The following information must be provided for the individual(s) who will act as the superintendent for the project. a.A list of at least two (2) previous places of employment and/or installations or facilities at which the individual gained the required minimum work experience as set out in Paragraph 2(b) above, together with the name and direct telephone number (s) of a supervisory level point of contact who is able to detail the individual s length and extent of experience with that particular place of employment, installation or facility; (In the event that an individual s work experience has been obtained at only one previous place of employment, installation or facilities, so state, and provide that reference in lieu of the two references required by the above paragraph. It is anticipated that the superintendent shall be an employee of the Prime Contractor; however, in the event that he/she is an employee of a subcontractor, evidence documenting his/her ability to bind and act or behalf of the Prime Contractor must be provided.) b.A list of projects which demonstrate that the individual has performed or participated in projects of a similar nature and complexity as required by Paragraph 2a above and the name and direct telephone number for the operator of each installation where the work was performed; and, c.Any additional information which evidences the named individual s experience, training or other qualifications. THESE ARE MINIMUM QUALIFICATIONS ONLY. INFORMATION MAY BE SUBMITTED EXCEEDING THESE MINIMUM REQUIREMENTS. C.FAILURE TO COMPLY Information indicating that a bidder does not possess the required minimum qualifications and experience or the submittal of incomplete information regarding such qualifications and experience may constitute grounds for determining the bidder to be non-responsible (if they are otherwise being considered for award). Likewise, failure to submit the information as required may result in a determination of non-responsibility. D.POST-AWARD QUALIFICATIONS The minimum qualifications required by the above section and by Section 00800, which have been reviewed and approved by the Contracting Officer prior to award, must be maintained during the pendency of the contract period. Consequently, if during performance of the contract, substitution of a new subcontractor or an employee of a subcontractor or prime for one whose qualifications and specialized experience was previously determined, during the pre-award process, to meet the minimum qualifications set out in the above is necessitated, such substitution must first be approved by the Contracting Officer and the entity or person substituted must possess at least the minimum qualifications required by the above Section 00 00 80.
