- Statement of Work for Install of Weapons Storage Racks MEMORANDUM FOR ALL INTERESTED PARTIES FROM: 36 CONS/LGCB Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929 1. F1C3475076A001 - Mobile Weapons Rack Storage System is hereby issued as a request for quotes. 2. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-80. 3. This solicitation has been set aside for 100% Small Business under the 337215 NAICS Code, with a small business size standard of 500 employees. 4. The Government request quotes for the following items; CLIN0001 -- (Qty 1) Mobile Weapons Storage System and Installation--Spacesaver high-density mobile system or EQUAL ** See attached SOW for more information ** • Must secure 510 M16/M4 rifles and 116 M9 pistols • Storage system shall be 45 inches tall, stackable weapons rack on mobile system • Storage system shall have mobile aisles with automatic locking capability • Delivery, installation, and training will be done by factory authorized personnel. 5. This is a "Brand Name" or "Equal" procurement. The referenced brand names are not intended to be restrictive, but represent the minimum requirements of the Government. The salient physical, functional, or performance characteristics must be met in order for an "equal" item to be acceptable for award by the Government. It is the quoter's responsibility to furnish sufficient information to the Government in order to determine acceptability of the quoted 'equal' items. Therefore, if "equal" items are quoted, the quoter shall submit all technical specifications for the Government to review in order to determine technical acceptability. 6. Contractors shall submit a quote for a Weapons Storage System IAW the Statement of Work, utilizing the attached RFQ worksheet. If quoting "or equal" parts, the contractor shall also submit the specifications for each part sufficient for evaluation. After award, these documents will become part of the contract. All responsible sources may submit a quote, which shall be considered. A firm fixed price contract is contemplated. a. Contractor will deliver/install Miscellaneous Parts for a Weapons Storage System to Andersen AFB, Guam. ATTN: Glenn Richard Bldg 18002 Andersen AFB Yigo, GU 96929 7. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition. 8. FAR 52.211-6, Brand Name or Equal 9. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows; a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Price b. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 10. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record. 11. FAR 52.212-4 Contract Terms and Conditions -- Commercial applies to this acquisition. 12.
